Water Utility Billing Problems

We live in Hoosier Court Apartments, Unit HC 503, managed by Hunter Bloomington Properties, and we are reporting an unresolved water issue that has caused extreme billing and financial hardship. At the end of August and beginning of September, the water system for the entire Hoosier Court community malfunctioned. During the repair, the leasing company’s maintenance workers intentionally released a large amount of water from the pipeline located directly in front of our unit. This caused significant water wastage outside our home, completely outside our control. Before this incident, our average water bill was around $170. Immediately afterward, our bills increased to: $250 for August $936 for September $922 for October We contacted the leasing office multiple times by phone, email, messages, and about seven in-person visits. They delayed responding and eventually offered only a $550 refund, even though the excess charges for September alone were around $850–$900, leaving $300 still unresolved. For October, they told us they “cannot promise anything” and have provided no solution. To verify the issue, we contacted City of Bloomington Utilities, who gave us access to a usage portal. The portal shows our line is using about 50 gallons per hour continuously, which the city confirmed is not possible for normal residential use and indicates an ongoing leak/outflow in the line connected to our unit—not inside our apartment. Despite this, the leasing company insists there is “no leak,” will not fully reimburse us, and has not addressed the problem. As a result, we are being charged around $1000 per month for water we did not use and cannot afford. We are requesting HAND’s assistance because the issue is occurring outside our unit in infrastructure maintained by the leasing company, and all attempts to resolve it directly have failed.

The unimproved city owned right of way of Alexander St, between 10th St and the B-Line, has recently been occupied by neighbors. The right of way is used as a walking route by the neighborhood in conjunction with the B-Line. It hasn't escalated to conflict yet, but it is currently a little awkward. Adams St is a lot less pleasant to walk on than Alexander. Adams is noisy with car traffic, often cluttered with trash cans, very unpleasant in the rain and utterly unusable in the snow when the snowplow plow the snow out of the street onto the sidewalk. There's plenty of on street parking on 10th. The unimproved route is a bit muddy in wet weather, and it would be good if there was a sidewalk connecting the street network with the B-Line (much like the B-Line - Butler Park connector on the southeast side of the railroad overpass over the B-line). While the route on the Alexander ROW (on the west side of Rick's Towing lot) needs to be defended, if a connector is to be codified in asphalt, the Summit St ROW (on the east side of Rick's towing lot) would be better and serve more people (especially because of the walkway on BHA property between 11th +12th Sts, west of the the gas station and the Boys and Girls Club) if a connector was to be built.

Rental property owner has built a semi-permanent structure in a KNOWN public right of way blocking the ability for people to walk freely to the B-Line and blocking the ability for the B-Line security service folks to connect to West Summitt St.. SEVERAL neighbors have reported this issue to the City. One neighbor brought Council Member Rosenbarger to the site to show it to her. We want this structure removed and would like the City to make the right of way more obvious. WHAT IS THE CITY GOING TO DO ABOUT THIS?

UPDATE 7/8/2026 — Vehicle recovered. New information for investigation: Tow company: Tow Time Solutions LLC, 1999 N Packing House Rd (Invoice #2305, Call #29202). 1. AUTHORIZATION (BMC 4.32.100(a)): Invoice shows tow requested 7/7/26 at 7:20 PM, completed 8:08 PM — after the management office closed. The invoice's "Authorized by" field reads "(PAV) Lincoln, 305," which is the property address, not a person. Granite's assistant leasing manager stated in writing that towing companies cannot access their parking portal and tow on their own initiative whenever no hanging tag is displayed — i.e., patrol towing with no per-tow written authorization. My 7/8 written request for a copy of the signed authorization is unanswered. My vehicle had been registered in Granite's parking system since 6/22/26 with parking paid. 2. FEES (BMC 4.32.130): Charged $150 tow/hook + $50 "special equipment" (unexplained) + $25 "administrative fee" = $225, paid under protest 7/8/26. I was initially quoted $300 by phone. My written request for the company to identify what equipment was used and the code provision authorizing the admin and equipment charges is unanswered. 3. SIGNAGE (BMC 4.32.110): Lot signs state only a phone number — no company name, no retrieval location, and no schedule of towing/storage fees. Evidence available: invoice/receipt, payment confirmation, protest and request texts, the company's own tow photos, written statements from Granite Management, and parking payment records. This water fountain next to Kroger on the bike bath is too close to this tree to be accessible, especially for a wheelchair to get to the water bottle fill side of the fountain. I can see this only being a larger access issue as the tree grows. The water bottle side would allow a user with one available hand to use the fountain, whereas the drinking sides need one hand to hold the bottle and one to push the button.

Repeat accessibility issues with College Ave Kroger. They keep putting displays in the sidewalk going to both of their entrances. It is not accessible to make a wheelchair partially roll across the ramp in order to enter their store. I have reported to employees multiple times about several different seasonal displays, but they keep putting new displays back out there in spots that make their entrance inaccessible.

At the S Highland / E 2nd St 4 way intersection I have within one week noticed four vehicles that have not obeyd the STOP signs on E 2nd street going east and west. Maybe the big tree in the north east corner needs to be trimmed a little? Or put up a pre warning sign of an upcoming four way STOP?

The property needs to be inspected by a City official and repaired or condemned. Under Bloomington Municipal Code Chapter 17.16, a building is considered unsafe if it is: Structurally Impaired: Posing a danger to persons or neighboring property. Unsanitary: Lacking adequate ventilation, light, or sanitation to protect health. Observing this property over the last 18 months, there has been no change in this property, except that the condition is getting worse. Locals state the home has been in derelict conditions for many years. Damaged roof. A tarp does not constitute a roof. There is no ventilation in the house or working exhausts. Windows do not open/close. No heating or cooling in the structure. Dangerous electrical resulting in the occasional use of a small light. No plumbing in the structure. Resident carries buckets of water from nearby and can be seen washing his hair and body outside of his front porch. No functional bathroom inside the home. Occupant cannot flush waste properly. The entire place appears to be a fire hazard. Evidence of structural fire damage that may also impact the electrical and plumbing concerns. Overgrowth vegetation and weeds. Inoperable vehicles in front and behind the unsafe structure. The severe neglect of this property is diminishing the quality of life for the community and hindering its overall desirability. The dilapidated condition of the property presents a substantial public eyesore and poses a detriment to the neighborhood character. Please take action to keep Bloomington beautiful and avoid causing a serious decline in neighborhood standards for the entire City of Bloomington.
