Phone Call: Mr. Riggins called to say he spotted an oversized white van w/City logo - woman driver (Kid City van) @ 1st and Lincoln driving West on 1st St. It was raining and the roads were slick. Driver rolled through stop sign or skidded, but didn't come close to a full stop.
