Other: For City Council members to review: Per City when describing work experience, “Generally, internships, seasonal jobs, and temporary part-time (TPT) positions with the City -as well as internships and volunteer work outside the City- are not included”. How is that ethical or correct in any capacity? Paid labor whether seasonal or part time is just that - labor, work, experience. This notion clearly shows bias towards those with the privilege and advantage of not having to work part time to attain degrees, certifications, etc. in order to finally attain a full time role. How is one supposed to gain experience if the means of getting experience - internship, part time, or otherwise- is not counted as such? This seems like a very biased internal policy decision and means of discounting experience for employees accross the board. This should be highlighted and inquired about in the upcoming council meeting, regardless of outcome for the legislation to be read (no one wants to hold back employees even further).

Thank you for your comments regarding how the City evaluates work experience. To clarify, relevant prior work experience is defined as paid full-time (32–40 hours per week) or part-time (20–31 hours per week) work that aligns with the duties and qualifications of the City position, including work outside the City. Internships, seasonal jobs, temporary part-time positions, and volunteer work are generally not counted because they are primarily intended for skill development or involve reduced responsibilities compared with full-time roles. When evaluating experience, HR subtracts the years required for the position; only additional experience counts. Partial credit may be given for part-time work, and no credit is given for hours beyond 40 per week. We recognize that all work provides valuable skills and professional development. The City’s approach is intended to ensure consistency in evaluating experience that directly relates to the responsibilities of the position.
Thank you for your comments regarding Personnel policies. These issues may be discussed in future Council meetings where salary ordinances are reviewed. I have inquired about these issues individually as Council Attorney, raising awareness with City staff. I encourage you to contact the Councilmember representing your District, in order to make that official aware of your comments also.
