It's likely these feather flag signs have not been reported to or observed by City staff yet. Please not there is an exemption for "Any signs erected, or required to be erected, by a unit of local, state, or federal government. City of Bloomington public signs are exempt from signage regulations." I'm not sure of the situation in this case as I do not work on the weekend and have not observed this signage, but please feel free to reach out to me with further details including more specific location information for the feather flags on Old 37.
