Nuisance Lights:

Other: Light trespass and glare. See photo, 3 meters from the property line. The nuisance light on the south side is so bright it is this visible in bright daylight on a sunny day, over a meter in from the property line. At night it exceeds the criteria for light trespass in the municipal code: ii. Light Trespass. All lighting fixtures shall be installed so that light trespass from any property line, except a property line abutting a public street, shall not exceed two footcandles at a point one meter beyond the property line. Also violated: shall be fully shielded so that the lighting element is not visible to an observer at any property line, except as stated otherwise in this Section 20.04.090 (Outdoor Lighting). ii. Unless otherwise specified, all lighting fixtures shall be full cutoff type as installed.
