About the Transportation Commission
The Transportation Commission, established in February 2025 by Ordinance 2025-04, plays a vital role in shaping the community’s transportation landscape. This forward-thinking commission is dedicated to making informed recommendations on transportation and parking regulations within the Bloomington Municipal Code. By reviewing transportation-related projects and proposing innovative policies, the commission aims to foster a safer, more equitable, and sustainable transportation system for all residents. Through its efforts, the commission seeks to enhance mobility and improve the overall quality of life in Bloomington.

Duties of the Transportation Commission
Some of the responsibilities of the Transportation Commission include:
- Coordinate, supervise, and, when necessary, approve transportation-related studies, plans, consultant reports, activities, programs, and projects, including acting as a standing steering committee for future transportation-related studies, plans and plan updates, and grant programs.
- Review all transportation projects, proposed changes to Title 15 (Vehicles and Traffic), relevant changes to Title 12 (Streets, Sidewalks and Storm Sewers), and other applicable changes to the Bloomington Municipal Code.
Submit a Comment to the Transportation Commission
Members of the public are invited to share input related to Bloomington’s transportation system, including infrastructure, mobility, safety, and policy concerns. Please include a description of specific topics, locations, or projects relevant to your comment to help ensure it is directed appropriately.
Comments received online are prepared for publication in the meeting documents for the next upcoming regular hearing. Comments for a scheduled item will be grouped with other documents associated with that item. Comments not associated with a scheduled item will be published on the agenda under "General Public Comment on Items Not on the Docket."
In accordance with federal requirements related to the publication of documents online, staff will prepare comments submitted online by formatting text according to a standardized template for inclusion as part of official meeting documents. Comments received via email that include pictures for inclusion must have alt-text.
Current Planning Studies and Projects
College and Walnut Corridor Study
- The Corridor Study is an opportunity to examine College Avenue and Walnut Street from the State Road 45/46 Bypass to Allen Street. The study will look at what’s working well, where challenges exist, and where improvements can be made. Using public input, research, analysis, and community goals, the Corridor Study will develop several conceptual designs for the streets.
E 10th Street Safety Improvements
- To increase safety and accessibility along the 10th Street corridor between the Indiana University campus and Trades District, the City of Bloomington is considering improved pedestrian crossings, increased lighting, and more traffic calming options.

Crash Data Dashboard
- A component of the Bloomington Crashes and Roadway Safety Site which id designed to provide information about vehicular, bicycle, and pedestrian crashes in Monroe County. Developed by the City of Bloomington Information & Technology Services GIS staff in collaboration with the Planning & Transportation, and Engineering departments, and the support of the Bloomington-Monroe County Metropolitan Planning Organization (BMCMPO).

2025-2026 Parking Rate Study and Comprehensive Review
- Before the existence of the Transportation Commission, the Parking Services Division of Public Works retained Walker Consultants to analyze its operational and regulatory practices. The study will use parking utilization data, peer city studies, cost analysis, and stakeholder feedback to guide the city's policymaking.
