The City of Bloomington is an entitlement community which receives an annual allocation of Community Development Block Grant and HOME Investment Partnership funds. Community Development Block Grant (CDBG) funds are allocated on an annual basis in January. Applications for those funds are available in the fall. HOME applications are accepted on an ongoing basis. Those applications are for HOUSING projects only.

CDBG funds are allocated annually by the Citizens Advisory Committee (CAC). Allocation recommendations are made by the CAC in January and finalized by the City Council in February or March. Please email or send your questions to HAND, P.O. Box 100, Bloomington, IN 47402.

 

2027 CDBG Application Information:

  • A pre-application for project eligbility review must be submitted prior to applying for CDBG funds. The pre-application can be found here. Pre-application is due for completion by 4:00 p.m. September 17, 2026
  • A CDBG informational and application meeting (mandatory for all applicants) is being held August 31, 2026 at 10:00 A.M. in person and via Zoom. Another session will be held September 10, 2026 at 3:00 P.M. for those who could not make the first.
