Hello HAND / Neighborhood Compliance, I filed uReport ticket #[TICKET] today (Trash category) about 514 E Graham Pl, Bloomington, IN 47401. I am the owner of the neighboring unit, 512 E Graham Pl, together with Yan Wang. I am sending the photos by email because the uReport form only takes one image. Summary: household garbage is regularly left in bags on the ground outside the front entrance of 514 for days at a time, not in closed containers. Animals have torn into the bags on several occasions and scattered garbage across the front of both 514 and 512, and the smell carries onto my property. This has been recurring since at least late September. The Timber Ridge HOA manager, Mackie Properties, was notified in writing on September 30 and again on October 6 and has not responded. Attached are six dated photos: three taken on or before September 30, one on October 7 at 8:35 am, and two on October 8 (8:35 am, showing animals had been through the trash, and 10:35 pm). Two short videos from September are available if useful. I am asking for a Neighborhood Compliance inspection and a Notice of Violation to the owner and occupants of 514 E Graham Pl requiring the garbage to be removed and kept in closed containers until collection day. Update to case # 212899. After the NOV was sent by the city, residents installed new, even brighter light. What was previously an unguarded lightbulb is now an obscenely bright white double LED panel aimed upwards and outwards. This newly installed light is objectively brighter than before and is still unguarded, causing significant light trespass and severe glare in neighboring homes. This light is left on all night.

This Bird e-bike (unique vehicle asset code EEWA5) has now been left abandoned for almost 24 hours. As shown in the attached photograph, it is set squarely in the middle of the sidewalk and is actively blocking: * The wheelchair-accessible curb ramp. * Direct access to the community dumpster. * The flow of pedestrian traffic. This creates an immediate safety and accessibility hazard for the visually impaired, wheelchair users, neighbors with walkers, families with strollers, or parents holding toddlers' hands. Because the uReport system limits users to only one image attachment, I have used this submission to show the clear, wide-angle proof of the physical obstruction. I have also submitted a separate report containing the macro close-up of the vehicle's QR code and serial number so that city enforcement has the exact tracking data needed to hold the vendor accountable. As a resident utilizing the city's official portal, I expect the city to enforce its vendor compliance policies and ensure this public right-of-way is cleared immediately. Please forgive any redundancy if this has already been flagged elsewhere; I was initially unaware that a separate, specific category existed in the system for micromobility complaints. Thank you.

Lyft/Bird e bike left in front of wheelchair ramp blocking sidewalk making it impossible for the visually impaired, wheelchairs, canes, walkers, baby trollies, families holding hands with toddlers, grocery carts, etc to access sidewalk. While, yes, carrying nothing I can step around, I am speaking up for neighbors who cannot, and because this isn't an instance of just one sidewalk being blocked, but constantly walking around town and seeing multiple blocked sideways because of these rental scooters and bikes. Often, the people hired to charge them like to leave them in auspicious places while ignoring the needs of disabled community members or those who need full access to ramps and sidewalks. These neighbors could fall trying to steer into the grass or mud. Not sure how a city like Bloomington is supposed to regulate something like this. Been an epidemic ever since they were introduced, and those delivery bots around campus also expect people to just go around. They just stop in the middle of the sidewalk delivering Chipotle or whatever flashing 8-bit heart-shaped eyes at you like, "Go around me!" Well, some friends and Bloomington neighbors literally can't. [end rant] Thank you, HAND and city of Bloomington. Let's keep our town safe and civil.
