Made a left onto Lincoln from 4th toward Kirkwood 3-13-25 , probably about 12:15. Yellow paint spill from 4th to Kirkwood. Didn’t think a Lot about it. Thought it was dried. Looked like paint for lining the roads. Stopped at the grocery. Raised yellow paint on my tires, wheel wells and some on the bottom of the car.

Several concerns : as you exit 3rd st and make yr way up the 150’ turn onto s muller: 1) there are no sidewalks - after the initial work was done near 3rd st. This is a dangerous walk for the tenants in the housing complex down muller. Students etc have to walk in the road 2) there needs to be a speed bump added across from the fire hydrant and across form Steward Electric. Reports will show several accidents here. Once drivers clear the speed bump coming out from the housing area - it’s light them up time down to 3rd st. 3) severe potholes on the first 150 ft up the hill on muller Pkwg off third. There is a City bench that is secured to the concrete, and someone has put their belongings underneath it, put a blue tarp over it, and tied it down. It has been there for two weeks now, and it is across from Chocolate Moose on the corner of Smith and Walnut.

there have been many complaints against Reseve on third and nothing has been done. below I have copied city code, according to city code they are in violation please look into the madder and stop abusing your powers and ignoring them. 16.04.050 - Exterior structure. (a) All portions of the exterior of a residential rental unit and its accessory structures shall be maintained in a structurally sound manner, be in good repair and be maintained in accordance with this title. (b) All portions of the exterior of a residential rental unit and its accessory structures shall be maintained in a manner that does not pose a threat to the public health safety or welfare. (c) Exterior wood surfaces on residential rental units and their accessory structures, other than decay-resistant woods, shall be protected from the elements and decay by painting or other protective covering or treatment. (d) All metal surfaces subject to rust or corrosion on a residential rental unit or its accessory structures shall be coated to inhibit such corrosion and all surfaces with rust or corrosion shall be stabilized and coated to inhibit future rust and corrosion. (e) Peeling, flaking and chipped paint on the exterior of a residential rental unit or its accessory structures shall be eliminated and done in accordance with any applicable rules or regulations established by the United States Environmental Protection Agency or the state department of environmental management. (f) Exterior surfaces on residential rental units and their accessory structures shall be maintained free of mold. (g) If a residential rental unit is damaged, mutilated or defaced by marking, carving or graffiti, the owner of said unit shall restore the surface to an approved state of maintenance and repair.
