Subject: Concern About Clogged Storm Drains on 1st Street Dear Bloomington Town Official, I am reaching out regarding an ongoing issue with leaves clogging the above-ground grated storm drains along 1st Street, between Henderson and Grant Streets. I previously reported this concern a few weeks ago, but the problem has reappeared due to the continued accumulation of leaves. The situation seems to have worsened following Bloomington's policy change to no longer collect unbagged leaves. As a result, many residents are no longer raking, and the town has become noticeably untidy. These clogged drains pose a significant risk of flooding when it rains, creating potential hazards for our community. I kindly ask for prompt attention to clear these drains and consider ways to address the broader issue of leaf accumulation to maintain the town’s cleanliness and prevent future drainage problems. Subject: Complaint Regarding Property at 402 E 1st Street Dear Bloomington Town Department, I am writing to formally report an ongoing issue at the property located at 402 E 1st Street. Early this morning (December 6), while cleaning up trash that had blown into my yard, I noticed excessive garbage left in their backyard. The bags are torn open, and the mess has begun attracting animals; just last week, while I was traveling, several neighbors reported seeing a coyote in the area. This property, which I believe is a rental, has been a recurring source of disruption in our neighborhood. In addition to improper waste disposal, previous incidents have included: • Smoking cannabis openly in the backyard. • Loud parties continuing until 4:00 a.m. • Unauthorized backyard fires without proper safety measures like a firepit. • Failure to maintain the property, such as leaving fallen leaves uncollected. I kindly request the town to investigate these concerns and take appropriate action to address the situation, ensuring the safety and well-being of our community. Unsafe Buildings

House appears unlocked and accessible to anyone with front glass storm door banging in the wind, back door to basement open many times. A variety of people occasionally enter. Multiple ways to enter house through missing windows etc… With cold weather pipes may have frozen. Tenants have been or are in process of being evicted but meanwhile trash remains that can act as projectiles in high wind damaging nearby people or properties, non functioning vehicle in driveway with open windows etc… Current condition of house is unsafe and unsightly and prevents other neighbors’ enjoyment of their properties and is dangerous in terms of possible illegal activities that could take place in what is for all purposes an abandoned property. Sarge Rentals manages property and is apparently trying to resolve situation over the past two months.

Water Utility Problems

Low water pressure. Over the past year our domestic water pressure has been getting worse and is now perhaps at a 1/4 of what it should be. We have had the line from the meter to the house replaced previously. I expect we have a connection issue to the water main. Please advise.

Potholes, Other Street Repair

A drain grate is missing at the corner of the parking lot across from Courtyard Suites by Marriott on S College. I believe this missing cover is on Monroe County property. In any case it drains to either a tributary to Clear Creek or Clear Creek itself. The creek is buried under S College, the Marriott Parking lot and a cement pad running the length of the house to the south. I have a wider view shot better showing the location but uReport will only let me upload a single photo so I have uploaded a close up of the missing grate. It's been like this for several weeks and I am just today remembering to upload the photo I took.

Trash

My trash was not picked up. The it is at the end of my driveway. It is properly located. When leaving for work this morning I can see that the lid is flipped backward off the can. My trash is ready to be picked up and still in the can. There are trash cans in my neighborhood, laying on their side and in the road. Also the yellow recycling cans are in the road laying down. When will my trash be picked up?

Request a new Street Light

There are no street lights and this is a very transient dangerous street. I feel extremely unsafe. The drug activity here years ago, seems to have returned.
