About the Transportation Commission
The Transportation Commission, established in February 2025 by Ordinance 2025-04, plays a vital role in shaping the community’s transportation landscape. This forward-thinking commission is dedicated to making informed recommendations on transportation and parking regulations within the Bloomington Municipal Code. By reviewing transportation-related projects and proposing innovative policies, the commission aims to foster a safer, more equitable, and sustainable transportation system for all residents. Through its efforts, the commission seeks to enhance mobility and improve the overall quality of life in Bloomington.

Duties of the Transportation Commission
Some of the responsibilities of the Transportation Commission include:
- Coordinate, supervise, and, when necessary, approve transportation-related studies, plans, consultant reports, activities, programs, and projects, including acting as a standing steering committee for future transportation-related studies, plans and plan updates, and grant programs.
- Review all transportation projects, proposed changes to Title 15 (Vehicles and Traffic), relevant changes to Title 12 (Streets, Sidewalks and Storm Sewers), and other applicable changes to the Bloomington Municipal Code.

Current Planning Studies and Projects
College and Walnut Corridor Study
- The Corridor Study is an opportunity to examine College Avenue and Walnut Street from the State Road 45/46 Bypass to Allen Street. The study will look at what’s working well, where challenges exist, and where improvements can be made. Using public input, research, analysis, and community goals, the Corridor Study will develop several conceptual designs for the streets.
Parking Rate Study and Comprehensive Review
- The city is conducting a Parking Rate Study and Comprehensive Review of its downtown parking program. The city retained Walker Consultants to analyze the Bloomington Parking Services Division's operational and regulatory practices. The study will use parking utilization data, peer city studies, cost analysis, and stakeholder feedback to guide the steps forward.
E 10th Street Safety Improvements
- To increase safety and accessibility along the 10th Street corridor between the Indiana University campus and Trades District, the City of Bloomington is considering improved pedestrian crossings, increased lighting, and more traffic calming options.
