                                             Instructions for Purchasing Monthly Garage Parking Access Card

                                                  ***You must follow these steps in order to avoid any delay***

 

Step 1: The person applying for the parking space will need to complete a City of Bloomington parking contract.  Parking Monthly Garage Contract/Agreement   Please Note: Failure to do this step first will result in the request being denied and a delay in your approval. 

Step 2: Please read and agree to the 30-day notice cancellation policy^^ and the entire parking garage contract/agreement.  You must sign, print and date this contract.  You MUST also indicate which garage you would like to park: 4th Street, Morton, Trades District or Walnut garage.   Save and e-mail the parking contract to COB_garages@bloomington.in.gov. Please note the email is: cob(no space)underscore symbol(no space)garages@bloomington.in.gov.

Step 3: Click on this link to apply: Online Garage Access Card  choose DEFAULT as a facility.

Step 4: Click register and fill in all required fields which have a red asterisk.

Step 5: Once a request is approved follow instructions on the email you will receive from COB Parking Garages.  You will pay with credit card at the time of pick up.  Please note, if a denial email is received, please read the email and follow instruction to fix any issues and then reapply.  

Pick up time is Monday-Friday 8:30 am to 5:00 pm.   When you pick up your garage card access pass, please use the way finding signage and then follow the shoe prints (posted in elevators) from the 4th garage parking deck(s) to the Parking Service Office.

                     All parking citations must be paid or under appeal to be eligible to purchase a garage access card.

                                                  Purchases of spaces are on a first-come, first-serve basis.

2024 Garage Monthly Permit Rates  (January 1, 2024-December 30, 2024) 

  • Non-Reserved - 24 hours a day, 7 days a week - $113.00
  • Non-Reserved - 12 hours a day, Monday - Friday, 5 days a week - $62.00
  • Reserved - 24 hours a day, 7 days a week - $131.00 (SOLD OUT*)
  • Reserved - 12 hours a day, 5 days a week, Monday - Friday, 5 days a week - $84.00 (SOLD OUT*)

    Please note: Garage permit rates increase on January 1st annually.

^^Garage Access Cancellation Policy^^

To CANCEL your parking garage monthly/annual contract,  you must provide a 30-day written notice. 

This request to cancel must be emailed to COB_garages@bloomington.in.gov.  Failure to provide this email will cause parker to be charged for services until Parking Services receives the written email notification.

After your 30-day cancellation email has been provided, the garage access card can be returned the 4th Street parking office at 206 S. Walnut Street. 

Please do not call our customer service line to request to cancel your contract, a 30-day written notice must be received to formally cancel your contract. 

 

Public Garages:

Pay to park, gated, and monitored 24/7 at $0.50 per hour.   ***Sunday parking in all garages is free of charge***

4th Street Garage  is located at 105 W 4th Street the entrance is located on 4th Street between Walnut Street and College Avenue. Ideal parking for Courthouse Square and Kirkwood Avenue.  Overhead Clearance Height: 8'2 basement and 1st ramp-up to 2nd floor 8'0. Look for a clearance bar and signage as you go up to each floor the clearance height decreases.  

Trades District Garage  is located at 489 W 10th Street the new entrance will be located off 11th Street or Morton Street on Rogers Avenue.  Ideal parking for Farmers' Market, City Hall, or Dimension Mill. Overhead Clearance Height: 8'2 basement and 1st floor then starting up to the 2nd floor 8'0 no change on other levels.

Morton Street Garage  is located at 220 N Morton the entrance is located on Morton Street between 6th Street and 7th Street. Ideal parking for the Farmers' Market, City Hall, and the B-Line Trail.  Overhead Clearance is 6'11 no change on other levels. 

Walnut Street Garage is located at 300 N Walnut Street the entrance is located on Walnut Street between 7th Street and 8th Street. Ideal parking for Bloomington Playwrights Project, the Courthouse Square, shops on North Walnut, etc. Overhead Clearance Height: 7'0 no change on other levels.

*Reserved Parking is being discontinued in Morton and Walnut Garages and will not be offered in Trades District or 4th Street garages.
