Important COVID-19 Information

Along with federal, state, and local agencies, the City of Bloomington is implementing protocols to maintain continuity of city government services to support the community’s well-being and protect residents’ and employees’ health during the COVID-19 (coronavirus) pandemic. 

At the City of Bloomington, the health and safety of our community, team members, and their families remain our top priority. The parking garages will remain open and available for all of our guests until further notice. As this highly dynamic situation evolves, we continue to monitor and adapt our approach to serving the best interests of our community as new solutions and information become available.



As of April 1, 2020, unused individual parking passes were suspended you must request reactivation. You will not be required to maintain your monthly parking payment if the pass is not in use.  If you need to cancel your parking, you may do so by emailing a cancellation request to In your email, please make sure you provide your first and last name. Instructions for Purchasing Monthly Garage Parking Permits

Due to COVID-19 and the City of Bloomington utilizing social distancing practices, parking garage card access passes will not be issued in person and all garage passes will be mailed.

Step 1: The person applying for the parking space will need to complete a City of Bloomington parking contract. Click here to download a copy of the parking contract.

Step 2: Fill out the parking contract. Save and e-mail the parking contract to Ryan Daily, Garage Manager, at  

Step 3: The applicant will be contacted via phone to provide automatic payment information, or they may elect to pay for their parking fee over the phone during this time. The monthly parking garage pass will be mailed to the address provided on the contract. If you have questions, you may contact customer service at (812) 369-3622.

All parking citations must be paid or under appeal to be eligible to purchase a garage access card.

Purchases of spaces are on a first-come, first-serve basis.  It is suggested to complete parking arrangements by August 1, 2021, due to garage spaces being limited.

  • Non-Reserved - 24 hours a day, 7 days a week - $104.00
  • Non-Reserved - 12 hours a day, Monday - Friday, 5 days a week - $56.00
  • Reserved - 24 hours a day, 7 days a week - $119.00
  • Reserved - 12 hours a day, 5 days a week, Monday - Friday, 5 days a week - $78.00


2020 Garage Monthly Permit Rates*

  • Non-Reserved - 24 hours a day, 7 days a week - $101.00
  • Non-Reserved - 12 hours a day, Monday - Friday, 5 days a week - $54.00
  • Reserved - 24 hours a day, 7 days a week - $116.00
  • Reserved - 12 hours a day, 5 days a week, Monday - Friday, 5 days a week - $76.00

Annual garage permit purchases are effective from January 1 to December 30th

2019-2029 Garage Annual Permit Rates:15.40.020       

  Garage permit rates increase on January 1st. annually.

Public Garages:

Pay to park, gated, and monitored 24/7 at $0.50 per hour. 

Sunday parking in all garages is free of charge.

*Free 1-hour garage parking was discontinued on January 1, 2021, and regular garage hourly rates apply at all garages.

4th Street Garage is unavailable and is currently being replaced: The entrance is located on 4th Street between Walnut Street and College Avenue. Ideal parking for Courthouse Square and Kirkwood Avenue. Reopening August 2021

Trades District Garage  Has opened and is accepting new parkers! The new entrance will be located off 11th Street or off Morton Street on Rogers Avenue.  Ideal parking for Farmers' Market, City Hall, or Dimension Mill.

Morton Street Garage The entrance is located on Morton Street between 6th Street and 7th Street. Ideal parking for the Farmers' Market, City Hall, and the B-Line Trail.

Walnut Street Garage The entrance is located on Walnut Street between 7th Street and 8th Street. Ideal parking for Bloomington Playwrights Project, the Courthouse Square, shops on North Walnut, etc.
