45-Day Closure of Winslow/High/Rogers Roundabout Planned for Maintenance, Safety Improvements

A 45-day full closure of East Winslow and East Rogers roads at the intersection of South High Street is scheduled from Tuesday, May 27, to Monday, July 14 for roundabout maintenance and the construction of planned safety improvements.

 

The scheduled work is part of a larger project, which is already underway, along Winslow and Rogers roads. The project was prompted by necessary maintenance, but it also opened opportunities for the construction of safety and accessibility improvements in the area.

Milestone Contractors will complete the following work throughout the project:

  • Asphalt resurfacing on Winslow and Rogers roads between East Allendale Drive and South Sare Road
  • Upgrades to sidewalk curb ramps and crosswalks, including the installation of two new median islands—one for crossing Winslow Road from South Xavier Court and another for crossing Rogers Road from South Spicewood Lane
  • Pavement marking replacements and traffic signage updates
  • Stormwater infrastructure updates, including installing a rain garden near Xavier Court
  • Upgrades to the roundabout, including:
    • Modifications to the roundabout’s geometry, which will improve safety and better reflect the latest design practices for roundabouts
    • Widening of the roundabout’s median islands, which will improve safety for nonmotorized users
    • Installation of a truck apron within the roundabout to help control the speed and path of travel for motor vehicles while maintaining flexibility for turns by larger trucks 

These combined upgrades will better support pedestrians' and bicyclists' safety and accessibility. This includes safety for students of schools in the area who use the Jackson Creek Trail to cross Rogers Street. The trail, alongside the Winslow/High/Rogers roundabout, is frequently used to get to Jackson Creek Middle School, Sare Road KinderCare, and Childs Elementary School.

In 2024, the City awarded Milestone Contractors a $1.34 million contract to complete the project. Up to 50 percent of that amount comes from the Indiana Department of Transportation (INDOT) Community Crossings Matching Grant Program.

The project’s timeline is subject to change, depending on weather or other unforeseen circumstances. Motor vehicle detour routes will use Henderson Street, Hillside Drive/Moores Pike, and Sare Road.

Rogers Family Park will remain open throughout the project; however, the parking lot that is accessible from the roundabout will be closed for the duration of the intersection closure. Alternate parking is available at Childs Elementary School at 2211 S. High St., Sherwood Oaks Park at 1600 E. Elliston Drive and at Olcott Park at 2300 E. Canada Drive.

The existing multi-use path connecting the east side of High Street and the north side of Rogers Road into Rogers Family Park is planned to stay open during construction, as well as the existing sidewalk connecting the south side of Winslow Road to Rogers Family Park. Members of the public who are unable to use stairs should use the multi-use path to access the park, as the sidewalk includes stairs.

Additionally, temporary staggered lane closures are expected throughout the project. Drivers should slow down when traveling in construction work zones.
