The property needs to be inspected by a City official and repaired or condemned.
Under Bloomington Municipal Code Chapter 17.16, a building is considered unsafe if it is:
Structurally Impaired: Posing a danger to persons or neighboring property.
Unsanitary: Lacking adequate ventilation, light, or sanitation to protect health.
Observing this property over the last 18 months, there has been no change in this property, except that the condition is getting worse. Locals state the home has been in derelict conditions for many years.
Damaged roof.
A tarp does not constitute a roof.
There is no ventilation in the house or working exhausts.
Windows do not open/close.
No heating or cooling in the structure.
Dangerous electrical resulting in the occasional use of a small light.
No plumbing in the structure.
Resident carries buckets of water from nearby and can be seen washing his hair and body outside of his front porch.
No functional bathroom inside the home. Occupant cannot flush waste properly.
The entire place appears to be a fire hazard.
Evidence of structural fire damage that may also impact the electrical and plumbing concerns.
Overgrowth vegetation and weeds.
Inoperable vehicles in front and behind the unsafe structure.
The severe neglect of this property is diminishing the quality of life for the community and hindering its overall desirability.
The dilapidated condition of the property presents a substantial public eyesore and poses a detriment to the neighborhood character.
Please take action to keep Bloomington beautiful and avoid causing a serious decline in neighborhood standards for the entire City of Bloomington.

Black flakes in my water that leave a greasy residue. I last reported this issue on March 16, 2026.
The issue is not consistent but seems to pop up randomly which makes it a threat as it is easy not to notice when I am potentially showering with it, washing with it, and even drinking it.

Water Utility Billing Problems

We live in Hoosier Court Apartments, Unit HC 503, managed by Hunter Bloomington Properties, and we are reporting an unresolved water issue that has caused extreme billing and financial hardship.
At the end of August and beginning of September, the water system for the entire Hoosier Court community malfunctioned. During the repair, the leasing company’s maintenance workers intentionally released a large amount of water from the pipeline located directly in front of our unit. This caused significant water wastage outside our home, completely outside our control.
Before this incident, our average water bill was around $170. Immediately afterward, our bills increased to:
$250 for August
$936 for September
$922 for October
We contacted the leasing office multiple times by phone, email, messages, and about seven in-person visits. They delayed responding and eventually offered only a $550 refund, even though the excess charges for September alone were around $850–$900, leaving $300 still unresolved. For October, they told us they “cannot promise anything” and have provided no solution.
To verify the issue, we contacted City of Bloomington Utilities, who gave us access to a usage portal. The portal shows our line is using about 50 gallons per hour continuously, which the city confirmed is not possible for normal residential use and indicates an ongoing leak/outflow in the line connected to our unit—not inside our apartment.
Despite this, the leasing company insists there is “no leak,” will not fully reimburse us, and has not addressed the problem. As a result, we are being charged around $1000 per month for water we did not use and cannot afford.
We are requesting HAND’s assistance because the issue is occurring outside our unit in infrastructure maintained by the leasing company, and all attempts to resolve it directly have failed.

Auto pay failure.
I am signed up for Auto Pay. Every time I log in to my account, it says I am signed up for Auto Pay. But the city keeps failing to collect that Auto Pay payment and charging me late fees for bill that are approved to Auto Pay. If someone can address this matter, I would appreciate it.

TRG Management owns the trailer park that I live in. I have had no pipes bust or leak at all even during the cold weather. My pipes are also insulated with heat tape. I have never once paid for my water being over $60 last month it was $50 and the property manager Jenny Bowles will not show me any proof or graphs of usage of water only attaches what the meter read. I used the same amount of water as I did last month my kitchen sink is currently getting remodeled. So I haven’t used that either. I just don’t think something is right about this and I would like it to be resolved.
