I live in a basement apartment at The Quarry apartments, and there is a recurring rat problem that has not been resolved by my property owner/management. Rats have been actively present in the window well outside my basement window. This is not the first time this issue has occurred — last year, rats managed to enter my apartment, and I had to purchase my own sticky pads to catch them. At that time, the property management was notified, but no permanent solution was put in place to prevent recurrence. This year, the problem has returned. I submitted a maintenance request several days ago, followed by multiple emails (including a formal escalation) and phone calls. Despite these efforts, the property management has failed to respond or take corrective action. The ongoing presence of rats poses a serious health and safety hazard and directly impacts the habitability of my apartment. Given that this is a repeated issue, and management has been unresponsive, I am requesting HAND to inspect the property and require the landlord to take immediate corrective action, including extermination and sealing of all potential entry points.
Deer are aggressive and seem to have mange. There is a buck and doe with hair loss, and they aggressively charge people with dogs.

Neighbor at this address has been putting out a large table of dried corn for the deer population. Every morning and evening 4-12 deer will be present. Taking the trash out a young buck became confrontational and almost charged me. I wish they would move this to their backyard or stop completely. There are many young children on the street and I do not want them to have an unsafe interaction. Thank you

On June 4th I saw a fawn with a doe (not uncommon), but the doe had a severe gash on her underside. Flesh was hanging down and I could see her insides. The both walked away. Over the next several days, I saw an lone fawn, but no doe would ever emerge to be with it. Now, for the past 3 days, this fawn has been laying against the house at 2205 East Laurelwood Drive, about 15 feet off the side walk (not very protected). I've lived in the area for 19 years and have seen hundreds of does with fawns, often separated, but this definitely seems different.
Question. Is it permissible to harass deer in my fenced in yard with non-lethal means such as a paintballs, airsoft pellets, or slingshot?
