Subject: Urgent Safety, CPTED Failures, and Operational Chaos at Downtown Bloomington Transit Station As someone who has relied on Bloomington Transit for decades, I am watching the new station rapidly deteriorate and fall into a severe state of decline. I am submitting this ongoing safety report regarding the downtown station during early morning, late evening, and weekend transfer times, where paying riders face persistent threats, intimidation, and sexual harassment from non-riding groups who have become territorial over seating and facilities. Key Issues Requiring Immediate Action: Environmental & Operational Failures (CPTED Violations): The station completely fails basic Crime Prevention Through Environmental Design (CPTED) principles. Even while active bus operating hours are underway, the main building is locked and supervision is nonexistent. Furthermore, because the station doubles as an unmanaged heating and cooling shelter, it creates severe crowding and confusion; during extreme weather, paying bus riders are left with nowhere to sit or shelter. This is all compounded by surrounding darkness, physical decay, hidden alcoves, and dark alleys. The Circular "Pass-the-Buck" Bureaucracy: Bloomington Transit instructs riders to call 911, while 911 dispatch tells us to "just keep calling." When police are involved, they dismiss ongoing daily harassment as a "civil matter." When I took this up the chain, the deputy mayor gave me a cowardly shrug and passed the buck right back to Transit, ignoring the fact that I had already tried the police route with zero results. The Irony of the "Unskilled" Workforce & Taxpayer Betrayal: Groups of non-riding men are growing larger, visibly outnumbering women in the mornings, evenings, and weekends. Because low-income hospitality workers and working women have predictable schedules, they are easily targeted. There is profound irony in expecting workers in low-wage, "unskilled" jobs to act as the city's default, crisis-trained 911 buffer. The city has abandoned both transit riders and individuals desperately needing mental health services onto the exact same unmonitored platform—forcing two competing, incompatible services onto city-owned property that I am both taxed for and paying bus fare to use. Transit users are here to ride the bus safely, not to manage the fallout of unaddressed social service deficits or a "we can't arrest" policy. Bloomington Transit was not designed to double as an unsupported social services hub without oversight. I expect a concrete safety plan for this station, not another bureaucratic deflection. The police were there again this morning for non bus commuters, and I will not stop reporting this.

This house has so much garbage and debris on their porch and property it seems dangerous. Google map this location and the picture shows the issue (and it's even worse now). Recently the garage roof has caved in and nothing has been done about it. There are sharp objects, a gas tank in the yard, and junk everywhere. Is there anything that can be done to clan up the situation? Thank you.
The property needs to be inspected by a City official and repaired or condemned. Under Bloomington Municipal Code Chapter 17.16, a building is considered unsafe if it is: Structurally Impaired: Posing a danger to persons or neighboring property. Unsanitary: Lacking adequate ventilation, light, or sanitation to protect health. Observing this property over the last 18 months, there has been no change in this property, except that the condition is getting worse. Locals state the home has been in derelict conditions for many years. Damaged roof. A tarp does not constitute a roof. There is no ventilation in the house or working exhausts. Windows do not open/close. No heating or cooling in the structure. Dangerous electrical resulting in the occasional use of a small light. No plumbing in the structure. Resident carries buckets of water from nearby and can be seen washing his hair and body outside of his front porch. No functional bathroom inside the home. Occupant cannot flush waste properly. The entire place appears to be a fire hazard. Evidence of structural fire damage that may also impact the electrical and plumbing concerns. Overgrowth vegetation and weeds. Inoperable vehicles in front and behind the unsafe structure. The severe neglect of this property is diminishing the quality of life for the community and hindering its overall desirability. The dilapidated condition of the property presents a substantial public eyesore and poses a detriment to the neighborhood character. Please take action to keep Bloomington beautiful and avoid causing a serious decline in neighborhood standards for the entire City of Bloomington.
-This house/property has been unoccupied for the ENTIRE ~20 years that I have lived on the adjacent property at 2618 S Milton Dr. -The house is deteriorating. No maintenance has been done to the house for ~10 years. -The garage, as you can see from the pic, is dilapidated and likely on the verge of collapsing. -The back yard has been growing wild/is with no maintenance for ~10 years, with a large portion being a thicket of Locust and other small trees. -There are very large Silver Maple trees that are a significant hazard to neighboring properties. -The garage, area under the decaying deck, etc. are almost certainly providing shelter for rats, racoons, skunks, groundhogs, etc. The blight seen here is unacceptable in Broadview which has become more a very nice, presentable neighborhood in the 20 years I have lived here.
Despite the BHA making multiple efforts to ask the resident in 918 to stop allowing multiple guests to chainsmoke cigarettes and other "combustible materials" given that this is a non-smoking building, I have a documented medical issue, and the presence of oxygen tanks, the resident in 918 continues to allow guests to smoke. The office offered to transfer me to a different unit, but upon receiving the key after signing the lease, the unit had serious water damage and heavy mold. I am not able to move into the new unit until those issues are addressed. Resident in 918 continues to allow smoking day and night, high foot traffic, and sits with his door open all day waiting for me to come and go so he can make comments to try to get a reaction out of me in retaliation for the previous report.
