Other: Now they've added a large white SUV DOUBLE PARKED on the West end of this shoulder parking area. Since my compact sedan barely fit through, I'm going to say it's not leaving the 12 ft of Lane we're told is required. I also believe that double parking other cars in the right of way is it violation, but I'm sure that gets tricky since technically those cars aren't supposed to be parked on the self-improved shoulder to begin with (though I appreciate that the city is not enforcing that since it would make vast swaths of Bloomington inaccessible all together).
