Other: At the intersection of E Allendale Dr and Winslow Rd, the three way stop causes unnecessary and possibly dangerous traffic. There should be a stop sign on Allendale and no stop signs on Winslow. The relatively few cars coming from Allendale can wait briefly to enter Winslow without significant inconvenience. Also the pedestrian crossing is barely used and does not warrant stop signs on its own. Winslow is a major thoroughfare in south Bloomington, whereas Allendale enters a suburban development and is not a through-street. There are constant backups on Winslow due to the three way stop. It creates backups that regularly go up to the roundabout at Winslow and High Street, which creates dangerous situations especially when the traffic backs up to the base of a hill that obscures the traffic.

Responded to resident and explained that staff will continue monitoring Winslow/Allendale during the Rhorer detour, but no stop-control change is planned at this time because the PM delay is temporary and limited, and changing the intersection control could create other safety and operational concerns.

We’ll continue monitoring traffic at Winslow and Allendale during the detour. While the PM queues can look significant, the added delay is generally limited to about 2 minutes, and changing the existing stop control temporarily could create other safety and operational issues, so we are not planning a change at this time.
