Other: I have reported this problem to the City several times, but nothing has ever been done about it. There is a used car business being operated out of a house at 1316 S. Palmer Ave. Deliveries of used cars and trucks arrive every week, and more often than that. The owner of the business has workers working who are always in the street. The vehicles and the workers block traffic, and it is unsafe for the workers refurbishing the used cars and trucks. In fact, that block of Palmer has become a one-lane street. The cars and trucks are parked up and down the street at all times. The place itself is trash heap. I own a house in the 1400 block, only two doors south of this used car lot, and my property value is diminished because of it. This would NEVER be allowed in any other residential neighborhood in the city. There are constantly many used cars and trucks coming and going as they get refurbished and sold. I've had enough. Please do your work.

Planning staff have reached out to the property owner in regard to any potential business activity associated with the observed parked vehicles. Passing this along so that Parking Enforcement staff can take a look at if there are any violations. It appeared a vehicle may have been obstructing the sidewalk and/or parking in the grass along the ROW.
Also commenting in case the anonymous person who filing this uReport ticket is following along: There are no parking restrictions on this block of Palmer Avenue. However, if vehicles are parked so that there is less than 12 feet of width of the roadway for free movement of vehicular traffic, this is a violation of Bloomington Municipal Code 15.32.140 which Parking Enforcement can ticket for. Additionally, inoperable vehicles in the public right-of-way may be a violation of BMC 15.52.040, and repairing a vehicle in the public right-of-way may be violation of BMC 15.32.040, either of which Parking Enforcement can deal with. These are issues that Planning & Transportation or Engineering is not set up to address. If any of these issues occur, please report the problem directly to Parking Enforcement (812) 349-3436.
Forwarding to the compliance team as a report of an illegal land use ("vehicle repair" or possibly other vehicle-related land use in the Residential Small Lot (R3) zoning district where vehicle-related primary uses are not allowed).
The last report I have record of was for outdoor storage complaint in 2023. The property worked with Planning to comply in regard to that matter. Staff can reach out again if a violation is observed.
Gabriel, not sure if this is something your team looks at but is reported as an illegal business.
