Community Invited to 2nd Council Discussion on Housing

The City of Bloomington Common Council invites you to the second of two community conversations focused on housing options in Bloomington. In September, a facilitated discussion focused on sharing individual needs and experiences with housing in Bloomington. Using the information gathered in September and other public input sessions, the second conversation, on November 12, 2025, will focus on philosophical questions related to change and growth as they relate to housing, and will explore possible housing solutions and how those solutions might take shape in Bloomington.

Come ready to listen and share. There will be two break-out conversation sessions separated by informational presentations from staff of the Planning department.

Groups in Breakout Session #1 will discuss one of these two statements:

“No neighborhood should experience radical change, but all neighborhoods should expect some change.”

“When you stop growing, you start dying” (William Burroughs).

Group leaders consisting of councilmembers and city staff will facilitate small-group conversations around these concepts as they relate to planning and development.

Groups in Breakout Session #2 will focus on more specific housing initiatives that are being tried in other cities that may work to meet the needs of Bloomington while addressing some core questions and concerns about the state of the Bloomington housing market. How can Bloomington absorb the significant need for off-campus housing of our university students while still providing attainable and necessary housing for non-student residents? How can neighborhood character be maintained while allowing for growth to meet the needs of current and future residents? What will incentivize small, local developers and/or de-incentivize large, outside investment into our housing market? How can the need for new or different housing styles and sizes be weighed against the preservation of existing housing stock? How can housing be made more attainable for current and future Bloomingtonians?
The purpose of this session is to explore solutions with fellow community members, planning professionals, and policy makers, with the end goal of Unified Development Ordinance (UDO) changes that will benefit the Bloomington housing market by facilitating the creation of attainable and desirable housing that meets the needs of our residents. No matter your background on this topic, you have something to add to this conversation. Please join us.

The Council will hold this session on Wednesday, November 12, 2025, at 6:30 p.m. in City Council Chambers (City Hall, 401 N. Morton Street).
