The Bloomington-Monroe County Metropolitan Planning Organization (BMCMPO) Metropolitan Transportation Plan (MTP) identifies recommended improvements to the transportation system within the MPO Planning Area, which includes the City of Bloomington, the Town of Ellettsville, and urbanized portions of Monroe County, Indiana. The plan considers needs related to roadways, public transit, bikeways, pedestrian walkways, and freight.

Federal requirements mandate that the Metropolitan Transportation Plan (MTP) maintain at least a 20-year planning horizon. The BMCMPO updates the MTP every five years in order to maintain a minimum 20-year time horizon. Through the development of an MTP, the Bloomington-Monroe County Metropolitan Planning Organization (BMCMPO) seeks to answer questions such as:

  • What should transportation in Bloomington and Monroe County look like in 2045?
  • What are our transportation priorities for the future and how do we achieve that vision?

2045 Metropolitan Transportation Plan (MTP)

The BMCMPO 2045 Metropolitan Transportation Plan (MTP) was adopted by the Policy Committee on October 9, 2020. The 2045 MTP incorporates public comments gathered from a 30-day public comment period and an extensive community survey entitled "How Would YOU Transform 2045," both of which replaced public meetings for 2020 due to COVID-19 Pandemic and the Governor's Emergency Order restrictions. 

 

2050 Metropolitan Transportation Plan (MTP)

The BMCMPO achieved adoption of the 2050 Metropolitan Transportation Plan (MTP) by the BMCMPO Policy Committee at their February 14th 2025 meeting. The next step is review by INDOT. The 2050 MTP has been submitted to INDOT and is currently under review.
