The Unified Planning Work Program fulfills specific Federal and State transportation planning requirements ensuring that the Bloomington/Monroe County Metropolitan Planning Organization maintains eligibility for Federal transportation funding. The Unified Planning Work Program study area includes the urbanized area of Monroe County, the Town of Ellettsville, and the City of Bloomington thereby ensuring community representation that system-wide transportation issue solutions remain a continuing, cooperative, and comprehensive process. The Unified Planning Work Program additionally incorporates a multi-modal transportation perspective, including provisions to improve facilities for public transit, bicycling, and pedestrian activities.

FY 2025-2026 UPWP (FY 2026 update) - adopted by the BMCMPO Policy Committee on April 11, 2025. Effective July 1, 2025 to June 30 2026.
Proposed UPWP
The proposed FY 2027-2028 UPWP was adopted by the BMCMPO Policy Committee on February 27, 2026 and is currently pending approval by INDOT
