The water coming out of all of our taps is a yellowish brown. Is there an issue in our area?

I am the maintenance supervisor of Woodbridge Bloomington Apts. I have had several residents call in about the water quality of the faucets on the cold supply side. They are reporting and yellowish to brownish color in the water and also a foul smell from the water as well. This has been reported as far back as Friday, 9/4/2026. Is there anything that we need to be aware of as far as breaks or anything ?
Hole in crosswalk, without cap. No signage, no cone. Not accessible. Monroe and W 11th intersection
The water isn't coming out of the tap clear yesterday or today. It looks slightly brown.
Possibly human fecal matter on sidewalk. It’s is by the door with a handrail.
Located at Moravec Way intersection with B Line Trail: could you please trim this tree back, so someone turning onto B Line Trail has more visibility of people using trail coming from Fairview St direction?
Located at N Fairview St and B Line Trail intersection: could you please trim back the overgrown plants which obstruct the view, for wheelchair user, of cars coming from W 11th St direction? I need all the visibility I can get, with how fast cars come from that direction.
I noticed today in my backyard there is part of a wire with a ground flag sticking out of the ground. I’ve lived here for years and haven’t noticed it before, so I’m not sure if the bout of storms we had recently unearthed it? It seems in danger of being chopped by a lawnmower or being chewed by my dog. I’m not sure if this is even the appropriate place to post this issue, but searching didn’t help much, so if there is a better place please let me know. Thank you.
Request for Zoning and Code Compliance Review – @826_shows Pop-Up : I am writing to request that the city monitor and review the operations of a recurring pop-up music venue publicized via Instagram at https://www.instagram.com/826_shows/.The venue operates out of a residential neighborhood, hosts public live music events, and charges an entry fee. This raises several municipal and state compliance concerns that I would like the city to address proactively with the operators: Zoning Use: The operation of a commercial, ticketed entertainment venue appears to conflict with residential zoning designations and the strict limitations placed on Home Occupations under the Bloomington UDO. State Fire Safety: Under Indiana Code § 22-14-3, public entertainment events that charge admission require a state Amusement and Entertainment Permit, which generally cannot be issued for Class 2 residential structures due to life-safety codes. Neighborhood Impacts: Recurring assemblies of this scale present consistent risks regarding the 24/7 noise ordinance (BMC Chapter 14.09) and residential occupancy limits. Please consider investigating this location and working constructively with the venue operators to guide them toward compliant business practices, or to help them transition their events to properly zoned commercial spaces.
Tap water is yellow-green and has remained discolored since at least yesterday.
