The neighbor cut down trees due to winter storm and left it in my back yard, She didn’t want to disposed it, Please help me out

We were charged over $300 under sanitation for "Large Item Pick up", however, were not responsible for any items that were allegedly picked up. I have tried to get in contact with the sanitation department for the past month with no avail. I would like to get this issue resolved so I am not responsible for the charges or the late fees that could potentially accrue.
