I am reaching out this morning to ask that the city address the homeless camp site next to RCA park north of Cherokee Dr and IMI concrete plant. I believe this was supposed to addressed after the severe cold a while back. Most of us on Cherokee Dr were completely understanding and have been tolerant of the homeless camp. However, the size of this camp has ballooned to highly unsafe levels. Unsafe for the residents of the camp and to the residents in this neighborhood. There has been a sharp increase in trespassing, fighting, littering all over the neighborhood, abandoned bikes and other junk. There is a constant flow of people up Cherokee and behind it and it’s only increasing. Three nights ago we had someone knocking on doors and trespassing at multiple houses. I could hear a neighbor yelling at this man because he was creeping around his house. I caught him on camera as well as a guy last night who climbed on my porch and moved furniture to look through my window. Does that sound a little creepy? It is. Stuff like this has happened more often and it really needs to be addressed. We have the services here in town, maybe not to help this number of people , but we have services and camping on private property and harassing a neighborhood as well as a new neighborhood being built isn’t part of those services. Please look into clearing this camp as soon as possible and preventing it from being established again. It’s been cleared a few times, only to have the problem increase in numbers time and time again. It is unsafe and unsanitary and the problem is only getting worse by the day.

There is a row of storage units immediately to the south of my apartment at Brandon Ct. There is a space between the units and a fence that is supposed to be maintained by Henderson Court. As you can see by the photo (I can provide more), it appears that unhoused people use it as a place to sleep. The area is strewn with trash, and mattress/foundation, and I would suspect that drug activity is or has occurred in the space. Furthermore, several packages have been stolen off of my stoop by occupants of this space. Clearly, this poses a health and safety hazard. I ask that the City investigate the area and assess fines and other sanctions against Granite, the listed property owners or managers. In addition to clean up and possible environmental remediation, I want the area secured in such a fashion that in the future no unhoused people can reoccupy the space. The Department may also need to contact Henderson Court for erection of a fence that denies access for the length of the fence that serves as the property line between Henderson Court and Brandon Court. Used syringe found at the base of the alley that connects Coolidge Dr and Graham Dr (alley runs parallel to Rogers, behind 2400 S Rogers. The syringe is at the Coolidge Dr end of the alley.) Called the Indiana Recovery Alliance, but nobody answered and their voicemail is full. I would like to request removal.

1037 Emery Court is a Jeff Jones property that is on the legal action list. There were people looking at the property that reported that Jeff Jones is going to sell them the property on contract. This is the second property that residents in the neighborhood have heard this happening in the last couple of weeks. This neighborhood has had to put up with Jeff Jones for 20+ years. We were hopeful that the legal case was going to fix this slum lord situation. Jeff Jones has sold this house on contract or rent to own more times then I can count in the 20 years I have lived in this neighborhood. He has sold every house in the Walnut Creek subdivision neighborhood that he owns on contract repeatedly. It is a total scam. None of these houses ever are actually sold. We thought the legal litigation was going to stop Jeff Jones from continuing his slumlord ways. What is going on to address this?

Hello: I am sick of seeing these vagrants walking by my house at the corner of College Street and West Hillside Drive. I spoke to an officer last Tuesday and requested more police car drive by’s, evidently it is not working. I appreciate it, if more police cars can be visible in this neighborhood, behind the Switchyard Park, which drives them in. Please put a barrier on College Street and the South Side of the park by the Walnut Street side of the SWITCHYARD Park Parking Lot where the vagrants enter and exit with back packs and bicycles going through the Railroad Park neighborhood where your police department and YOU ignore for safety. I’ve reported this issue to Governor Braun, Erin Houchin US Representative of the House of Representatives and US Senator Todd Young. I witnessed this officer using an extraordinary amount of verbal and physical force when arresting this man for riding the wrong way down walnut. The amount of unbridled rage displayed publicly by this officer driving car 1263 is dangerous and should be investigated thoroughly.

Can the City go out to make sure the woods all along the entire length of the Rail Trail from Country Club to Gordon Pike are clear of homeless camps? These were all evicted previously and there may be people living on the City property again. This morning there were multiple men screaming and yelling obscenities at each other back in the woods along the trail. This is dangerous for everyone who uses the trail, as it is a secluded, wooded area that has had a ton of safety issues previously. This area has had fights, frequent searches for wanted people who have committed all manner of crimes, weapons have been found in those camps, and there was deemed to be a serious fire hazard. I have smelled some smoke recently, suggesting their may be illegal burning happening again. Do not let this problem continue, as it was already dealt with and needs to be routinely enforced. These encampments are a serious danger.
