My property at [address] flooded again on June 18, 2025, continuing a long-standing pattern of stormwater failures. This area lies within FEMA Zone AE. I have lost two vehicles to flooding and continue to suffer property damage and personal risk due to repeated flood events.
The creek that repeatedly overflows lies just off my property line, meaning I have no ability to access, maintain, or control the waterway that causes these floods. Despite this, my home bears the damage. City crews have occasionally cleared culverts, but no long-term mitigation appears to have been performed. This remains a clear public hazard.
I am formally requesting inspection and corrective action by the City under Title 13 of the Bloomington Municipal Code, which mandates maintenance, inspection, and prevention of stormwater harm.
I have also contacted FEMA Region V to report this issue and request federal documentation.
Attached to this report is one photo showing flooding on my property during the June 18, 2025 event, after I had to relocate my vehicle to prevent further damage. A parcel map showing the property location in relation to the adjacent creek is also available upon request.
I ask that you please confirm this report is logged and provide a response or timeline for action.

This is the second time this year that my house has been flooded because of the inadequate city storm water drainage at the corner of Overhill dr and East 8th Street. It happened on April 4th and on June 18th. I'm not sure if the city had someone come and cleaned up after storm on April 4th, but my handyman told me that he had to remove a bunch of rocks from the drainage. I really believe that the storm water drainage is too small. Even if we clean it up, it still doesn't function properly. The storm water from the city's drainage backed up to my driveway and flooded the entire basement floor. It has happened many times, but the problem is getting worse throughout the years. I had to spend thousands to remodel my house due to the flood damages.

I own the law firm at the corner of 4th St. and Walnut Street. My parking lot access is from the alley on 4th street. The city allows street parking on 4th street up to the entrance of the alleyway. When pulling out of the alley, it makes it impossible to see if traffic is heading east on 4th street when there are cars parked in the spots next to the alley. A space or two needs to be removed so that people can safely pull out of the alley to turn left without getting hit by oncoming traffic.

People regularly park on the street on W. 15th off of Madison. People like the mailman understand to pull off the road onto the grass (which is a little annoying but acceptable). But we seem to have plenty of mowers, random people etc... that just think it's street parking. This blocks a sizeable portion of the road. It happens at least once a week. The disappointing part is that there is curb parking on Madison literally 20 ft around the corner. I've told a number of people but most don't care. It'd be great to have a NO PARKING sign on W. 15th or a 'street parking on Madison' sign or something. That's it. It would really make it safer considering we don't have sidewalks on this part of W. 15th so clogging the road creates a potential for disaster and inhibits things like buses for school/elderly.

The northbound traffic at Kinser Pike and the bypass gets so backed up many evenings past Brookdale Drive. It takes so many lights to get through. If you’re going straight, the majority of the cars are making right turns, especially now with the amount of student apartments that are along the south end of Kinser Pike. There needs to be a right turn lane on that side of the intersection. Also, on the opposite side of the intersection, the right turn lane and the straight lane of southbound. Kinser Pike holds a lot of water when it rains due to the new white curb with the white poles that has been installed there. Those are really an eyesore, but it’s causing water to flood when we have rain.
