W 4th St--West of Rogers

4th Street is in need of repaving. We had heard from some Utility workers on site that the storm sewer line along 4th St was broken between Jackson and Fairview. They covered (with sphalt) a storm sewer inlet grate at SW intersection of Fairview and Jackson. Several new holes were made in the road surface. The street has holes, patches, large cracks and detioriating material everywhere. Streets in Hyde park have been resurfaced x3 since 4th St has been resurfaced.

The yard is overgrown. There is bamboo growing on the southwest corner of the property. there is trash in the parking area. There is a large dying tree in the back yard that poses a hazard--large dead limbs are constantly dropping and the entire tree looks like it could come down on my house. I have filed a report before, I have contacted the owner. I should not have to be a nervous wreck when I go to sleep on nights like last night, thinking the tree could fall on my bedroom. This is a rental property--what about the tenants that pay to live in place that is trashed.

Unsafe Buildings

The property needs to be inspected by a City official and repaired or condemned. Under Bloomington Municipal Code Chapter 17.16, a building is considered unsafe if it is: Structurally Impaired: Posing a danger to persons or neighboring property. Unsanitary: Lacking adequate ventilation, light, or sanitation to protect health. Observing this property over the last 18 months, there has been no change in this property, except that the condition is getting worse. Locals state the home has been in derelict conditions for many years. Damaged roof. A tarp does not constitute a roof. There is no ventilation in the house or working exhausts. Windows do not open/close. No heating or cooling in the structure. Dangerous electrical resulting in the occasional use of a small light. No plumbing in the structure. Resident carries buckets of water from nearby and can be seen washing his hair and body outside of his front porch. No functional bathroom inside the home. Occupant cannot flush waste properly. The entire place appears to be a fire hazard. Evidence of structural fire damage that may also impact the electrical and plumbing concerns. Overgrowth vegetation and weeds. Inoperable vehicles in front and behind the unsafe structure. The severe neglect of this property is diminishing the quality of life for the community and hindering its overall desirability. The dilapidated condition of the property presents a substantial public eyesore and poses a detriment to the neighborhood character. Please take action to keep Bloomington beautiful and avoid causing a serious decline in neighborhood standards for the entire City of Bloomington.

Trash

There is a row of storage units immediately to the south of my apartment at Brandon Ct. There is a space between the units and a fence that is supposed to be maintained by Henderson Court. As you can see by the photo (I can provide more), it appears that unhoused people use it as a place to sleep. The area is strewn with trash, and mattress/foundation, and I would suspect that drug activity is or has occurred in the space. Furthermore, several packages have been stolen off of my stoop by occupants of this space. Clearly, this poses a health and safety hazard. I ask that the City investigate the area and assess fines and other sanctions against Granite, the listed property owners or managers. In addition to clean up and possible environmental remediation, I want the area secured in such a fashion that in the future no unhoused people can reoccupy the space. The Department may also need to contact Henderson Court for erection of a fence that denies access for the length of the fence that serves as the property line between Henderson Court and Brandon Court. Graffiti

There is an apartment complex which has been in business for over thirty years that has had graffiti on the retaining wall for over six months. It is located at the corner of Fess and 2nd Street. I initially thought that the owners of the complex would do something about it but so far, nothing.

This is more than just a pothole. The ground has opened up and revealed a kind of evacuated cavern under the concrete, sort of like a karst feature. It should probably be investigated by an engineer and not just filled in. It is in the alley directly behind (east) of the parking lot behind Bynum Fanyo on Walnut.
