Note: this does appear to be the same property as what is underneath the railroad overpass. Per Monroe County Beacon GIS, it appears to be part of the same property that has the buildings that used to contain The Rail bar (825 N. Walnut St.).

This does not appear to be a public right of way, but presumably has an easement for pedestrian access. To city requirements for sidewalk snow removal apply here?
