Hello, I am filing a complaint about 508 north oak street Bloomington Illinois. They are continuously blocking off a drive way in which they should not be using. They are out back of the apartment building stripping vehicles and trashing the back. At times, they have over 5 cars blocking the driveway. They are blasting music from 6am until 3am the following morning.
They have also been allowing their children to tamper with my vehicle. I have called on them before and yet they continue to get worse.

504 W Dixie St, Bloomington. House has not been lived in for over a decade. Two abandoned vehicles in back yard are being used as shelter for a person who is apparently unhoused and unrelated to deceased owner and her family. The site is a mess with belongings strewn over the entire yard. It is unclear how human waste is being dealt with. Within the last week, curtains have been hung around the front porch to inhibit view to front door. I believe the unhoused person or person have gained unauthorized access to the house through this or the back door, because a window along the east alley side that has been covered with blind and curtain for over a decade now has the curtain pulled back. One can also see through the east vent into the attic that there is a hole in the attic roof, making it accessible to animals. This situation has become untenable, and a hazard for sanitation as well as the perceived safety of me and other neighbors.

Poion ivy, etc. blocking half the sidewalk along Grant. Might actually be the neighbors at 817, or both. Note trees of heaven in the same area. A tangled mess.

Street lights are out at night at 2422 E. Maxwell Lane. This is an issue because it is dark at the end of the lane and this is a dead end street.

A storm drain is located on Plymouth Road by the northeast point of my property. (It is directly across from the fire hydrant at Beacon and Plymouth.)
The water from the drain runs underground on the north side of my house, then empties at the back by the railroad. The water then runs south over the open ground. During heavy rains, a creek forms and the stormwater overflows the small natural runoff channel, flooding into my yard.
On Memorial Day weekend, I noticed that a small "sinkhole", maybe three feet wide, had formed near the back of my driveway. Also, when the last contractor installed cables, they dug a trench through our backyards and that trench is getting deeper, too.
Where the storm drain empties at the back of the lot, there is a very large hole due to erosion.
I am concerned that there is a problem with the infrastructure which is affecting my property. Could someone please help me determine the cause and solution to the problems?

Fiber optic install hole opened up at NW corner 900 E Grimes Ln & 1200 S Woodlawn St. It's at least 1.5 foot deep.

Case# 203083 should be associated with 819 N. Grant. That property also has a pending tree-of-heaven report (currently about to bloom), but the poison ivy and other invasives are now covering half the sidewalk along Grant. The responsibility for the mess is likely shared with the adjacent property to the south (815 N. Grant), but it is not obvious where the property line actually is.
