I am a homeowner here in the city. Unexpectedly my neighbor trenched And waterproofed his basement. The trench was between our houses, Which are close together. I asked him if he needed a Permit. He said no. Is he right?

A house on my street has become a transition house for alcoholic woman. My opinion is that this primarily one-family house has become a hotel. This neighborhood isn’t zoned to all allow businesses.
