I am reporting a suspected violation of Bloomington Municipal Code (Title 7, including Chapter 7.23 regarding feral cat colonies). At 401 W Watson Street, a resident appears to be harboring a feral cat colony, as defined by allowing animals to remain and be fed on the property. The number of cats has increased significantly, indicating the colony is not being properly managed. This has been reported multiple times on uReport but never properly dealt with. Google Maps imagery shows a large collection of outdoor shelters within a fenced enclosure, suggesting the presence of a substantial number of cats being harbored. The cats regularly roam onto neighboring properties and are creating a nuisance, including noise, sanitation issues, and repeated intrusion. Many appear to be in poor health. Please have Animal Care and Control investigate and take appropriate action to ensure compliance with city ordinances.

Neighbor just adopted a Great Pyrenees puppy within the last month...she still has not gotten the puppy his shots and now that he is getting bigger she has been yelling at him and has made the comment several times that "He is to much to handle." She barely takes him outside and she smokes drugs and then freaks out and starts screaming at the top of her lungs and slamming doors and banging on walls...she is also mentally ill and very unstable. She left him outside yesterday on his cable and shut her door and didn't watch him and he was barking and whining. A lady that lives close had to go and knock on her door to tell her that she needed to let the dog in. The police are called quite often to her residence because of her disturbing the peace and lots of people traffic coming and going.

Yesterday, a german shepard was running loose, followed by a middle aged man wearing glasses, who grabbed the dog, lifted her off the ground by the collar around her throat while she yelped, and yelled at her while repeatedly lifting her completely off the ground by her throat as she yelped. Unfortunately don’t have photos or videos but wanted to make a report in case it corroborated any photo/video someone else might’ve taken

A dead possum has been lying on High St in front of our house for two days. This morning we see that someone has tossed it onto the side of road in front of our house. I drive past these two horses every day. I’ve noticed how incredibly unhealthy and skinny they are. Over the past year I have drove past, I have seen no increase in healthy weight. The ribs, hips, pretty much every bone is shown. I don’t know if they have some kind of health issues, but after a year of seeing these horses, you’d think they’d have gained some weight by now. I’m concerned for their well-being.
