ongoing issues with black cat owned by the resident at this address/ animal is not contained in the house/kills local wildlife/defecates in and on other resident's porches/ attacks other pets and other residents when in the bushes/Local pet ordnances not being followed /leaving dead and decaying animals on porches for our children to play with!

haven't seen any humans around this property for several days. At least one dog on property (there were two, but I have only seen one recently). Can access inside and outside, I believe, but I don't know if there is food or water. Dog's condition has deteriorated in recent couple weeks-dull coat in need of attention, ears and eyes not as alert as usual. Welfare check needed. Back yard is also extremely overgrown, untagged junk RV sitting in front driveway. Several problems are apparent. Property care has declined steadily over last 6 months. I have a video of this dog running up and barking at a woman getting out of a vehicle. This dog has chased down my kids when coming home from school multiple times. It barks consistently at everyone and seems very aggressive. It's rarely on a leash and I'm tired of worrying if one of my kids are going to get attacked everyday after school.
The person who lives here, Frank, rides his bike on the sidewalk with his two (sometimes) leashed dogs. I have witnessed these dogs almost hit by cars in cross streets due to the speed and visibility issues, as well as getting caught in the bike tires. This is dangerous for people living in the neighborhood, as well as his poor dogs.
