Hello Michael,
Thank you for sharing this. We recently updated signal timing citywide and are reviewing locations before making additional changes.
At Walnut and South Drive, the signal may give time to South Drive even when a vehicle is not present. That is intentional right now because it can help serve people walking or biking without requiring them to push the button every time. I understand that can be frustrating when you are driving on Walnut and no one appears to be crossing.
Walnut is also a coordinated corridor, so a red at this signal is generally intended to help line up progression through the next signals if drivers continue at the posted speed. That said, we are re-evaluating locations like this and will consider whether this signal should continue operating this way or be adjusted as part of our next round of signal timing refinements.
