Other: Between 5am and 530am weekdays I travel west on SR46 and every morning the east/west traffic light on 46 is red, and the south/north N. Kinser light is green and there is no traffic (or rarely traffic) headed north or south, and the SR46 east/west traffic is forced to sit and wait for no good reason. If there are sensors for traffic at this intersection would it be possible, during early morning hours, to allow east/west traffic to proceed unimpeded when there is no traffic driving south/north on N Kinser?
