KINSER DOES NOT HAVE MONEY TO REWORK SEWER LINES TO SOP PROBLEM. MR. KINSER STATES THAT EVEN IF FLAPPER IS INSTALLED, THIS WILL NOT HELP THE TOILET TO FLUSH.
