On Monday evening (4 May, ~10:30pm), we watched an East Asian-looking male tenant at this address use a City trash bin to transport trash from his residence down the street for three blocks, where he transferred it into the dumpster at 800 N. Grant. He made at least four trips, each time with the trash bin piled high with trash bags. The next day, this was reported to the property manager at 800 N. Grant (Pavilion), who said need evidence to move forward. We are wondering if this should have been reported to the police at the time or if instead a report to HAND is advised or if just contacting the property owner is sufficient or if photos should have been taken at the time. This is something that happens fairly often with dumpsters in the area. Seems like a form of trespassing.
Line of Sight
500 E Smith Ave

I live beside this intersection at E Smith Ave and S Dunn St. There's a stop sign for crossing S Dunn St from E Smith Ave, but not for crossing E Smith Ave from S Dunn. Over the past several years, I have heard countless cars screech their tires as they brake, honk at one another, and witnessed one collision, all at this very intersection. The traffic flowing south on Dunn St usually drives quickly, as they're coming down Atwater Ave, and have no visual line of sight for cars crossing on E Smith Ave until you're essentially entering the intersection.
Likewise, cars on E Smith Ave have to pull into the intersection to clear cars blocking the line of sight on S Dunn.
This results in an unsafe intersection. Either cars must be restricted from blocking the line of sight on either street, or a stop sign must be placed at the crossing on S Dunn St through E Smith Ave, creating a 4-way stop.

The "Slow Children" sign along Buckingham, in front of 1005 E Buckingham, is rusted and leaning at a distracting angle. Unsightly and ineffective, it should be at least righted, or, better yet, replaced with one in better condition (maybe one less than 70 years old?).
