My wife and I live nearby and pass by this area on our walk to Bryan park. For well over a year, I have noticed this section of the sidewalk between 609 S Fess and 605 S Fess is consistently wet, even when there has been no rain/snow.
When the temps fall and stay below freezing, ice accumulates on this area of the sidewalk, as it is doing right now.
I am convinced that there is either a natural spring, or a sump pump inside either 605 or 609 S Fess that is connected to a storm water run off drain that expels on the sidewalk. The water is issuing from three slit holes at the bottom of the brick wall outside of 609 S Fess, where that brick wall terminates and meets the limestone wall for 605 S Fess.

I reported this last week for the first time. (Case #200875)
I took this new photo this morning, which shows clearly the abundance of water issuing from this drain.
I am confident that this is not simply runoff.
I dealt with a similar complaint about one month ago lodged against a property I help manage for Chickering Rentals at 620 N College.
Turns out, the water was coming from a sink AND a shower inside that house that was connected to a sump pump, and then connect to a downspout extension drain that expelled on the sidewalk. (I identified the issue and the company remedied it the same day it was reported to us.)
It appears that the same thing may be happening at 609 S Fess. There is no explanation as to why so much water would be issuing from a downspout drain at 9am this morning when the temps are less than 10, far below freezing. But you can see in the picture the amount of snow the water has covered and had not yet frozen. I’m guessing if you go out now, it may be frozen. It’s only after it has recently been pumping and expelling that it is still liquid.
The only explanation from what I can tell is it’s coming from inside the property. Either 605 s fess or 609 s fess. I’m guessing that there is a sink or shower inside the house, connected to a sump pump drain, connected to this drain on the sidewalk.

The road visibility on this corner is not good. In situations when the road floods or a lot of snow it is very hard to see where the edge of the road is on the corner. This is the second car in a flooded ditch I have seen recently. Some kind of marker would be helpful.

Fiber-optic people bored a hole through the street, then filled it up with gravel instead of asphalt. Now, the gravel has washed away and there is a hole that someone could step in and trip. It is close to the scooter corral on the SW corner of Grant/Cottage Grove.

The downspout daylight from either 521 or 523 S. Park has been spilling mud onto the sidewalk for months. At this point, the entire width of the sidewalk is covered by a layer of mud that is dangerous when wet. This mud slick covers part of an accessible curb cut. Both houses are rentals.

There is always standing water here on this sidewalk. It was a sheet of ice last month. Is there a water main break? So much water can not use the sidewalk. I do not want to have to walk in the street.

The bike lane dividers on 3rd Street are very dangerous. Instead of parking all along the bike lane, where cyclists have a chance to filter into the main traffic lanes to get around cars, cars are parking right where the dividers end, and cyclists cannot jump the dividers to get into the main lane of traffic, so cyclists have to slam on their brakes in a bike lane full of gravel to avoid rear ending the cars. Please consider extending these dividers all the way to Indiana Ave, and make them curbable for buses in the areas where buses need to pick people up.
