trash on the embankment facing the bypass as your driving south going toward the bloomington hospital, on the right before 17th street. state highway said they reached out to the city for clean up a while back. it was cities area. thank you

Only halfway completed in construction almost two decades ago, the abandoned "Tibetan tea house" is owned last I heard by someone living in California who's son living in Indiana asked another guy a third person to watch over it and was letting a bunch of unhoused people stay there with syringes, foil wads, and there's been constant traffic in and out of the brush and the structure ever since. They camp out in that little area, then spread out to nearby neighborhoods and Crestmont porch pirating, etc. it's not a safe structure, and it is maintaining a common nuisance. It's not a complete structure, it has never been properly maintained, and needs to be demolished.
Many of the building have extreme water damage leading to large amounts of mold. Just this weekend a ceiling in an apartment collapsed. The trim on the outside of the building is rotting. Something needs to be done about this place. Because send an inspector who is not best friends with management. They been getting away with this for years.
Several parks around building 5 are rotten, soffit and trim are falling off. Window trim and window guard railing is rotten across most of the building.
Water drains into the building because to slope facing away from building. Almost every building has broken or no gutters causing sidewalks, hallways, low level rooms to flood.
