Blocked Street
102 E Kirkwood
- Case Date:
- 6/18/2021
Privately owned businesses on the north aide of the 100 block of E Kirkwood — a public street —have completely blocked off the entire width of the street, making it completely inaccessible to bicycles. When Kirkwood is closed to car traffic, the public street still needs to be shared space and not dedicated exclusively to private business owners of the Uptown and the Farm restaurants!
Food Truck Issues
103 S Walnut ST
- Case Date:
- 7/15/2025
A food truck is always parked at this location, I guess if they keep the meter fed I have no issues but if the meter is not fed they are taking a parking space away from people who could use it.

There is a loud rumbling noise coming from Carlise factory since 10pm Sunday December 5 that is causing shaking of my house and vibrations that can be felt inside. Noise from the factory has been an ongoing issue, but it has been increasing in volume and intensity for a few months. The factory was quiet yesterday during the day (Sunda) bu the noise and reverberations that began at 10pm last night has been the worst yet. I'm concerned for my personal safety, but also for the structure of my house and utilities - especially gas lines.
Blocked Street
107 N Dunn ST
- Case Date:
- 4/20/2023
This was an issue last night (4/19/23) around 9pm and beyond. Both lanes of S Dunn St, especially between 6th St and Kirkwood were completely backed up due to multiple Ubers waiting to drop-off and pick-up as well as Doordash or other delivery services parked (flashers on) on S Dunn St. Everyone in the right lane was trying to move to the left lane to get past these parked cars. There was enough traffic, that no one could move. There was also a car parked beside the the yellow stanchions on Kirkwood at this location. This is very frustrating and drivers were becoming agitated. I do not know if this happens every night, but parking in a driving lane on S Dunn St is not appropriate.

Operating a non-consensual towing company without a permit, in violation of Ordinance No. 20-03. Refusing to allow customers to pay 20% of towing fees to retrieve car, and set up a payment agreement for the remaining balance, also in violation of 20-03. Multiple complaints of predatory and illegal towing. Against city noise ordinances by loudly towing cars from residential areas during quiet hours.

Rockets is terrible about upkeep of the pumps. Multiple times I have visited to find the same pumps never stop upon a car or can being full. I’ve brought this issue up to management multiple times, but they’ve never fixed it and consumers end up spending money on wasted gas - also a hazard. I specifically know pump 13 has this issue.
Smoking Violation
123 S Walnut St, Bloomington, IN 47404, USA
- Case Date:
- 5/11/2023
The Bishop Bar allows heavy cigarette smoking outside within their fenced in area. I've observed this on multiple occasions, especially in the later night hours. Perhaps they need reminder of the city ordinance that disallows this to remember to enforce it.

The Golden shear barbershop has recently passed over new ownership. The establishment and owner have been unlawfully operating without any legal licenses. The owner and barbers have been giving services to the public without proper training and ever obtaining a license through the state barber board as required.
This matter is very important and serious as without the proper training diseases such as hepatitis, HIV, or other infectious diseases can spread. The use of the razor blade and the lack of training in sanitation and chemical control can be a danger to the public. With many students entering the establishment there’s a risk with the spread of these diseases. The city of Bloomington should hold this business up to standards and make sure they get barbers license and state board approval to operate.
