This appears to be a contravention of the City Ordinance (20.04.(B).I. Did the owner(s) ask permission to expand the parking area? Google Maps overhead view shows that there used to be much more grass there.
There is no safe way for a pedestrian to cross Smith Road (east to west or west to east) at Fenbrook or Brighton Crest. This is further complicated by the hilly nature of Smith Road and the fact that traffic typically travels much faster than the posted speed limit. It is unsafe for pedestrians, cyclist, and drivers. Sightlines are also very dangerous in this area.
Several people walk/bike through this area. When it is dark it is difficult to see people who are walking in the road. Recommend a walking path and/or additional lighting.
'Rapid Roofing' sign in the ROW at 1929 E Southdowns Dr
'Junk Removal' sign attached to a utility pole most likely in the ROW
'Hoosier Escape House' temporary sign at the corner of S Kingston Drive and E Third Street, looks like ROW to me.
'Junk Removal' sign right at the bus stop at the corner of S Park Ave and E Miller Drive. Possibly in the ROW.
