Smoking Violation

Spring has started and the outdoor smoke coming from the Barbecue is in full force at the Short Stop food-mart on North Smith Road. My wife and I had three meetings with the City Council about this issue in 2015. And 2 recorded meetings with the council as a whole and a second meeting a few weeks later. The smoke issue was to be addressed for this location. But Chris Smith sold the store without implementing the standards the City Council had requested he perform. He was supposed to install and indoor smoker by December of (2015) that never happened. And he then sold the business in spring of 2016. As an example of how bad this smoke is. I hung wet laundry outside yesterday (Wednesday 4-25-18). Hoping for that nice fresh air smell when it was dry. Our clothing smelled like we had been next to a campfire. So I had to rewash all of the clothing. This has become a HUMAN HEALTH hazard and it has not been taken seriously. The city did nothing after our meetings to address SMOKE issues from cooking outdoors. I really hate to call the Fire department each time I smell smoke. As the cost to the city will be ridiculous for putting out (3) outdoor smokers. But that is what I am going to start doing. As we cannot breath. She had a lung removed and everyone is turning a blind eye towards this fact. Let me know what the city can do. Our district representative Allison Chopra was at the meetings as she was running for office and won the election. But I was told she had slept since the meetings and did not remember the restrictions placed on the smoke issue. If necessary I can send you the link to the videos of the meetings and what was proposed. Thank You.

I've noticed that the uReport system no longer shows the text of the updates made. There are only dates and words like "open" and "assignment" and "closed." Citizens cannot see what the City has said or reported about these uReports. There are no details on who is working on the case, what is being done, etc. Is there a reason why this information has gone away and transparency is now lost?

Hello. I am a Bloomington resident residing at 110 1/2 W 6th St. My apartment entrance is in an alleyway off of 6th between Walnut and College. While this alley has normal amounts of debris, there seem to be many unsafe wires dangling from the various poles and buildings. My main concern is with the alley behind my building. The entrance is off of Walnut between "Btown Diner" and "Samira" restaurants. There is an abundance of trash, grease, vomit, bugs, defecation, and cigarettes throughout the space that causes a repulsive smell and attracts many rodents. This is a very unsanitary environment that workers from the businesses(restaurants especially) on 6th Street take their breaks in. I am not sure the best course of action but I would suggest having the businesses clean their trash bins in addition to having the city power wash the grease and other various fluids off the pavement. The North/South alley between 810 W. 7th and 804 W. 7th is being encroached upon by gardens, woodpiles, trees/vegetation and possibly the fence and cinder block garage owned by 810 W 7th St. As a result, the alley traffic is being diverted outside of the alley right of way and onto the private property located at 804 W. 7th. This appears to have been going on for a number of years. As the new owner of 804 W. 7th St., it is my full intention to re-claim the property/property line currently being encroached upon and proceed with renovations. I request that the Street Dept contact the owner of 810 W. 7th and order the encroachments be removed. With the assistance of a surveyor, I have located the NW and SW corner pins delineating the right of way and pounded new T posts just outside of the right of way in those spots and plan to post the entire property line once the encroachments are removed. Were I to reclaim the property line today, the alley would become impassible due to said encroachments. I request your assistance in remedying this situation in a civil and legal manner, as requests to the homeowner of 810 W.7th have fallen upon deaf ears. I request that you keep me in the loop regarding this issue. I would be happy to meet with a representative of the street dept, with survey in hand, to assist in clarifying and remedying this issue, as renovations of 804 W. 7th will begin in a few weeks. I would like to report unlawful practices, and a violation do ordinance of 20-03. My car was towed, without the requirements being met for a non-consensual towing. I had parked, my with the expectation that it was lawfully parked, as there were no conspicuous signing stating otherwise. I retuned to my car 2 hours later to find that it had been towed by chandler's towing service. According to 4.32.110 of the municipal code "it shall be unlawful for any tow business or tow truck operator to tow a vehicle unless the parking lot in which the vehicle is parked has signage, posted in plain view and visible to the public at each entrance and exit" the parking lot where I had parked did not have any signage indicating that the lot was permit parking only. This code, addresses it's intention, that being the protection of the communities most vulnerable members. following this event I have $60 to live off of for the next two weeks.

To whom it may concern, The following describes multiple code violations from Chandler Automotive that I noticed/experienced during the process of retrieving my towed car from their site. I have video/audio evidence of the violations, and I would prefer if someone reached out to me so I can submit these as proof. It will only allow me to upload images through this submission form. Thank you: BMC 4.32.140(b): Called the number at around 5:30pm to ask to retrieve car, employee stated that she will not be able to get my car until about 9:30/10pm. This is in violation of part 1 of section B, as well as violation of part 2 of section B, since this was well outside the sixty minutes. I recorded the phone call where the employee told me 10pm. Please reach out if you would like this evidence. BMC 4.32.140(f): The invoice, see attached, is not itemized correctly pursuant to the requirements of I.C. 24-14-5-1. The invoice is missing/incorrectly accounted for the following: - I.C. 24-14-5-1(4)(D) - No VIN number. - I.C. 24-14-5-1(4)(C) - No year. - I.C. 24-14-5-1(5) - License plate # is incorrect. - I.C. 24-14-5-1(C) - No explanation is given for the additional charges incurred, which is required here. BMC 4.32.130(a)(2) - The company attempted to charge me $185 for the tow. One $25 charge being a go jack fee, and the other being a dollies fee. Since a go jack fee is a special fee, the total for those should not be $50 according to the code, but a maximum of $25. They corrected this upon me providing them a copy of the code. However, I have audio recording of them attempting to charge me that amount, and being unable to explain these additional charges. BMC 4.32.120(a) - As stated above, the towing company failed to comply with applicable state law in the invoice. BMC 4.32.120(e) - The vehicle was not able to be claimed upon calling at 5:30pm on 4/18/2024. Please reach out for a copy of the evidence as I am not able to upload it here. These laws were created by the legislature with the intention to be construed strictly due to the stated purpose of this chapter being to protect the public from unconscionable practices (BMC 4.32.010). Please reach out to me if you have any additional questions. I plan on following up in fourteen (14) days if I have not heard back from the city on this matter by that time. There are a few grass-cutting services in town that use loud, industrial, gasoline-powered equipment that is designed and intended for use on large fields/cemeteries/etc., but they are instead being used on small, residential plots up close to neighboring properties whose residents do not appreciate the noise, hazards, and pollution produced by these dangerous machines. Are there any City regulations about the use of such equipment in the city limits? For example, the property immediately adjacent to the Grant Street Inn on 7th Street uses such a service. The large equipment is startingly disruptive and annoying.
