Other: These hand rails stick into the public sidewalk - a pedestrian not paying attention could run into these or a bicyclist could really have a collision with these. In at least two places. And they have put reflective tape on them which seems to indicate past problems.

These handrails were required by building code to have returns. They have been there since the building was constructed in 2015.
