Pothole repair crews do no heat preparation to existing potholes before filling them with cold patch. They also don't sufficiently pack down the patch. This results in an inadequate bond of cold patch to existing pavement, which leads to rapid failure of cold patch. Some potholes are being re-patched every month and continue to increase in size due to improper repair methods. It would be more effective and less costly to do the patch right the first time.

When is this city going to clean up all the passed out junkies littering our streets? I can't even shop in my own fucking city anymore. Last night I went downtown to eat dinner and I'm the span of 4 blocks I was harassed for change multiple times, someone threatened to steal my sunglasses, and a man was shitting in a trash can wiping his ass with his bare hands right outside town hall. Seriously when are you going to wake up and do your job. I've lived in major metro areas and have never seen anything close to this. People openly smoking crack, nodding off on heroin this is a fucking mess and someone is going to end up getting hurt or worse.

Police non performance of duty. Found cat in hot car over 100 degrees. When owner came out after 30 min. police did nothing! Gave the cat back to this idiot and drove away. This is appalling!

Please update your police officers on policies regarding insurance, warranted searched, and speed limit postings. I was pulled over yesterday by a police officer who said I was tailgating yet speeding, and when I explained I was tailgating because I had to slam on my brakes since he pulled out into the lane. I believed he was making an emergency maneuver, however was just trying to get in traffic. He pulled me over, said he would cite me if I did not have my insurance, which I did, but it is also a law that I have 24 hours to provide that proof. It is also a law that if he has no reason to search my trunk, he cannot. However, he asked and I, politely, said yes. However, this was not necessary as there was no probable cause to search. Luckily my father is IMPD and was in direct contact with his supervisor. But I would like to make the city aware of this incident, as I felt very uncomfortable. Especially when said officer kept saying things were expired, then changing his mind when I said they were not. He was very unprofessional, and as someone who has been around law enforcement for 21 years, exhibited very concerning behavior. Thank you.

This has been non compliant for so long, is an eye sore, and sets a precedent for more distracting and tacky signage to enter this county and city. Please provide the public an update so we know that the same issues are still being addressed in the new year

I filed a uReport nearly a year ago (in March 2019). The uReport was passd back and forth between city employees, but I have received no information that the uReport was actually read or responded to. The uReport was case #167846. Speeding is still a problem on Maxwell Lane - it's a four-tenths of a mile straightaway with a blind hill in the center.

Persistent speeding and failure to stop at intersection of Park Ridge and Morningside. Very dangerous next to park and residential area. 95% of area speed problem comes from Summerhouse. Please have police monitor. Has been requested before.

Situation in the McDoel neighborhood. This area is subject to ongoing problems with the homeless population leaving much trash, stealing from our yards, and leaving used needles about. If this was going on in more affluent areas like Sherwood Oaks there would be something done about it but the city has simply not put enough effort into keeping our area safe for the poulation who lives here. The various shelters cannot do much to influence the behavior of their clients. Another issue is that the shelters and especially Shalom Center encourages people to come to Bloomington rather than encouraging other towns to take care of their homeless. We are full of these people and many of us are fed up with their behavior and the numbers of them. McDoel has been an upcoming area with a mix of working class and professionals. Colder weather has subdues the homeless activities but with warmer weather coming many of us feel Switchyard park will again have numerous issues with panhandling and trash and encampments with druggies. There are several encampments in the area populated mostly be drug users. Anything they drag in does not leave and we have some areas of way too much trash. How about some enforcement ?

The response provided for Case# 201024 (https://bloomington.in.gov/crm/tickets/view?ticket_id=201024) was insufficient and dismissive ("Cases are left open until they comply. A large number of tickets were issued, however, tickets are tracked in a separate system from Ureport."). It is not true that all the "Sidewalk Snow Removal" complaints were followed up with tickets. Rather, they were *all* updated soon after 8am on Wed 26 Feb with various comments such as, "Snow has melted", "No longer valid", etc. There is no reason to lie - better to just ignore requests from residents and go back to whatever it is you do all day long. Eventually, we will get the message that submissions to UReport are a waste of time and we will stop bothering your office with such things.

In regards to resolved uReport# 181500: Reply from City: Up until recently, we've been relying on the scooter companies to enforce their users behaviors with illegally parking of the scooters. We have two positions that we are currently hiring for that are funded with fees from the scooter companies that will focus on moving into a system where fines will be issued for improper parking. My reply with two (2) questions: I do not understand Adam Wason's reply in light of what was stated by City Attorney, Mike Rourker, in 2019 (please see below for quote). Additionally, I worked from March 2019 until October 2021 as the main point-of-contact (POC) working with the entities licensed by the City for providing the service and product of motorized scooters, and neither was I informed of any efforts to ticket the companies nor the users of the scooters. Can someone please explain to me what the Standard Operating Procedure (SOP) for holding the licensed entities accountable for the stipulations in the ordinance governing use and management of the scooters was prior to the recent creation and hiring of a new staff position? Also, why were no violations issued and no fines collected in over three years? Thank you for your time. "At its July 31, 2019 meeting, city attorney Mike Rouker told the city council that scooter companies would be fined if their users violated the parking restrictions. Rouker put it this way: “So just to be clear, at the same time, that Bird or Lime or another scooter company may be taking those additional steps against their own users, the city, if this is an issue, will be fining them every single time we see a parking issue.” Rouker continued, “I suppose if the company wants to move very slowly and pay lots and lots of fines to the city, until we’re fed up enough that we either revoke their license or geo-fence an area, that’s a business decision. But I don’t know if it’s a sound business decision.” For an improperly parked scooter, the fine called for in the city’s ordinance runs $30. The fee connected to impoundment is $100, plus $10 per day storage, and another $150 for disposal. As it turns out, the only payments the scooter companies have had to make to the city of Bloomington are the $10,000 annual licensing fees and the 15 cents a ride.
