yard overgrown, beginning to attract things

The citizen at 416 W. 11th Street uses the parking lot behind his building. His access is a East/West alley off of Rogers Street. There is an evergreen tree that blocks the line of sight for those pulling out of this alley trying to go South on Rogers Street. You have to pull partially into the northbound lane on Rogers to see around the tree. The tree also impedes pedestrian traffic along the sidewalk. The tree is behind the sidewalk. The resident at 612 N. Park Avenue has been throwing his trash bags off of his back deck into the yard. There are approximately 8 bags of trash there at this time.
