I am a homeowner here in the city. Unexpectedly my neighbor trenched And waterproofed his basement. The trench was between our houses, Which are close together. I asked him if he needed a Permit. He said no. Is he right?

I am hopeful this form is the correct place to submit this concern: On or before 2/21/2020 I noticed that my front-yard sewer plate thing is all ripped up and askew like I've never seen it before and it just don't seem right.
