Sidewalk Snow Removal

300 E 11th ST

Case Date:
1/14/2025

This property had snow on the sidewalks for a week, as did all properties in the neighborhood under Parker Management. The issue was reported to HAND early on, but by the time they acted on it the snow had turned into glaciers that are nearly impossible to remove, and they did so by issuing a fine to the tenants of the property on the first day of the semester and when no shovels are available in any store, whereas they should be fining the *property owner* as per City Code: "6.07.010 - Snow and ice removal—Duty of abutting property owner." (Note especially the 36"-wide path requirement.) The Lincoln side of the property is still not shoveled. Will HAND issue daily fines to the management until they comply with the City ordinance?

Unsafe Buildings

300 E 11th ST

Case Date:
3/29/2025

A part of the old stone retaining wall on the Lincoln side of this lot is just about to collapse. It looks like it's leaning at a 46 degree angle. If anyone is sitting on it or just walking by when it does fall, someone is going to get sued.

Excessive Growth

300 E 11th ST

Case Date:
4/25/2025

More tree-of-heaven for HAND to deal with. It is coming up on the west side of this house, as it has done for years. Only a few feet tall at present, but it must be eradicated because it is a prohibited plant. While there, you might check the dense overgrowth between 300 and 306 E. 11th. There could be other prohibited plants lurking in that mess - maybe bush honeysuckle. But be careful of the retaining wall along Lincoln - it's just about to collapse.

Tree-of-heaven that was alongside house has been cut, but there remains tree-of-heaven and poison ivy growing right by the sidewalk out of the side of the soon-to-collapse retaining wall, right where passersby can brush up against it.

Street Lights

30 N Rogers St

Case Date:
9/4/2024

The street light at Rogers and Kirkwood has been horrible since they did construction last year (or whenever it was, I don't know how long ago). It takes forever to change, always turns out the green turn left turn light even if no one is turning. It makes me avoid the light and drive through the neighborhood, which I'm sure is frustrating to people in the neighborhood as I can't be the only one doing that. Combined with the no (right) turn on red at this light, it's extremely frustrating, especially at night when no one is around. Thank you.

Blocked Sidewalk

2nd street between Rose Ave and Anita

Case Date:
4/14/2025

The walking bridge on Second Street between Rose Ave and Anita was damaged by a fallen tree about a month ago and has been closed since then. To walk to work, I have to invade a neighbor's privacy by walking through her yard. I have noticed quite a few people (including an elderly one today) walking on the street, which is very tight traffic-wise. Does the city have plans to fix it? A second concern is one I've asked about several times over the years. Since I've heard about the plan to reconfigure the bike lanes on 3rd Street beginning on Rose, is it possible to put a crosswalk there (across 3rd on Rose). I have found this also to be a hazardous place to navigate on my walk to work in the IU School of Education on North Rose Ave. Many thanks for your attention to both questions!
