Nuisance Lights

Alley running east-west between Morton and Madison streets, located about half way between Dodds and 1st Street

There is an old light pole half way along the alley with a flood light high up that glares light across several lots and shines into my house and porch (748 S. Morton St.). This is not a Duke Energy pole. It is only identifiable by a number 4, about to fall off, and an inspection medallion dated 2003. The pole right at Morton, to which it is connected, says it is owned by Public Service Co. of Indiana, pole number punched into metal plaque 1627-709 and maybe also punched notches for Customer and Owned. An inspection medallion that says OSMOSE insp. 2018. D. This simplest way to end the light leakage would be to remove the light. If properly shielded to prevent the light leakage of course that would be okay too. I have photos, but I can't figure out how to add the file to this UReport. If you could send me an email address I can send the photos as a Word file. I would be glad to meet someone from the city and show them the source of the problem. The bike store recently put up a super bright orange neon light in the window facing Grant Street that says Velotric. It lights up the apartments across the street all night long. Can they turn it off at night or move it to another window? This is a neighborhood not a mall. They are the only busines in the area.

I contacted the property manager and she said that this light could not be shielded or dimmed or adjusted for "safety". I would like to see if this is something that would constitute a light violation for the city so that it could be adjusted. I made a previous request about this light due to it shining into our bedroom window after a tree was cut down which had been blocking much of the light. Is there something that could be done?

I am a resident assistant in Eigenmann Hall right across the street from this convenience store. In the past there (just two months ago) there weren’t any issues with their lights. However, right before students winter break the convenience store installed these new bright white lights. These light shine into my room, making it hard to sleep at night, in addition, while driving and walking it makes it difficult and distracting to drive and cross streets on the roads when the white lights are shining in your eyes. Similar to white high-beams on an interstate highway shining in your eyes in the dark, that is what these remind me of. These lights make it very difficult to sleep in my room, operate along these roads, and walk as I did before (especially now that it gets darker in the day sooner). I’ve had complaints from residents on lower floors of Eigenmann Hall about these lights as they begin returning to the building.

Recent remodel of the rental property - the side yard lights were changed from baffled can lights to security lights which now illuminate our backyard. Would you please advise the property owner or management to have them aim the lights down or reinstall the baffled lights?

This light was recently installed, and it has caused me to be unable to sleep in my own bedroom despite curtains. My back yard is almost entirely illuminated (see image). I believe this constitutes a light trespass as defined in Bloomington city ordinance section 20.04.090 section (4) and lacks proper shielding as outlined in section (5)(A).
