Hello, I’m writing to express my concern regarding an incident that happen on
10/16/24. My vehicle had an electrical fire down town on 4th street in front of the India restaurant. I am a single mother of three daughters who I’m struggling to greatly to afford with the cost of food continuing to raise. I work at a CNA during the day while my children are in school but it doesn’t always provide enough. I was doing uber the night of so I could feed my family.
My family is my responsibility and I take that very seriously. After the electrical fire, I had no way of moving the vehicle. The officer on scene gave me permission to leave the vehicle parked until I could get ahold of my insurance company. It was not in the road way, it wasn’t blocking traffic, the restaurant owner was not concerned about it being left there, he told me himself that I could park it in his parking space behind the restaurant. unfortunately it could not be moved without a tow truck. the vehicle was left in a parking place and the officer stated that adjustments could be made due to the Circumstances. The next morning I spoke with insurance and the vehicle was supposed to be picked up. I informed the parking enforcement department that it would be moved. Also explaining that it was not possible for me to pay for a tow at that time.
I understand the inconvenience of the situation and I apologized over and over. The woman I spoke with got nasty with me several times and hung up on me twice while I was trying to explaining to her my situation and how limited I was but I was doing everything I could. I called the insurance company over and over explaining the importance of the vehicle being moved.
The last phone call I got from the parking enforcement woman was the nastiest. She was extremely aggressive and was using her job tittle as a weapon. She told me after this call I will ticket the vehicle every hour until it’s moved and then proceeded to hang up on me yet again. After about the second call I realized the woman’s aggression was progressing so I recorded the last two phone calls for the purpose of bringing her behavior to the attention of anyone above her.
The way that I was treated was uncalled for and more importantly it was cruel. To be ridiculed, threatened and quite frankly bullied should not be accepted and I get the feeling it’s not her first time. I will go as far as I need to if this situation is not handled, because there is no humanity in kicking someone while they are down. I not only was given the ticket but treated with so much disrespect. Her position gives her the power to bully the citizens of this community and someone needed to bring attention to it. She said her name was Jessica and she worked on 10/16/21.

I park on 6th street between Morton and College 5 days out of the week as I work on the square. About 60% of the time the meter will read my card as declined which causes me to move spots or try to find change to fill up the meter. I had to move 3 times on 12/2 because the first meter was blank, I was told to move and when I did that meter declined my card so I moved again and that one took my card. The same issue happened today but I didn’t have a space to move to so I put in what change I had, went into where I work and got 4 more quarters and put those in and then proceeded to do the pay by phone via a guest on the app to add the needed 6.5 hours. My confirmation email told me I had until 7:03pm but the amount paid total should have went until about 8:30pm. With no guarantee of not getting a ticket, my coworker went down and put enough in to go until 8:58pm just to be safe. So a total of almost $16 to park for 8.5 hours. The meters not working properly is a continued issue for me. I have lived in Bloomington my entire life and I’ve worked downtown for 4 years always using metered parking. It wouldn’t be a big deal to me if this didn’t happen to me multiple times a week. I call every so often to inform the city of Bloomington parking about the issues I have and I’m usually told there is no way to prevent getting a ticket even if the order is put in, I just have to contest the ticket with hopes it will be dismissed. It is just frustrating to me because I always pay and I’m more often than not completely inconvenienced or late to work trying to deal with the issues with the meter. It’s just disappointing as a life resident here that has to use that parking every day. I’m hoping this reaches someone that can try to address some of these issues.

How is it possible that the owner of 3 vehicles, all of which have expired license plates (2 expired this month, 1 last year November) lets his vehicles sit in the street without the Parking Enforcement officer doing anything about it? One car is a white SUV, the other one is a white Sedan, the third one is a red Ford truck. This truck has been sitting in the place where it is now for over 3 months (at least) without having been moved. This is NOT an abandoned vehicle. It just sits there, taking up parking space in front of a neighbor's house.
