At about 8:30pm on 9/25/2024 a Marshall Security guy in a golf cart was blinding me and a friend with very bright LED lights as we were walking in Switchyard Park. This is unprofessional and unacceptable behavior the City must address with a contractor hired to keep the community safe. We were on a walking path that runs from the north side of the Skatepark to the B-Link crossing at Walnut. We were east of the skatepark and over the bridge before getting to the fence at Stryker Towing. This guy on the golf cart had his cart pointed from east to west in the middle of the path, right at us. The headlights are incredibly and painfully bright to look at in the night, causing us to shield our eyes to try to continue walking. He did not turn the lights off or try to angle away from us. He just sat there, pointing these very bright, LED lights right at us. The lights seem to be angled up and likely not the factory installed lights on the golf cart, something after market, intended to intentionally and knowingly render people unable to see as they approach.

How did the city allow hotel-type accommodations in R2 zoning on East Chris Ln.? Six cars are being parked nightly on a dead-end street, some new and some recurring. This is restricting access to mail delivery and sanitation services, and it will cause problems for snow removal. How is this kind of property usage being allowed to disrupt the neighborhood?

I have faced a lot of, (problem(s)/issue(s)), while being (homeless/transient), in, (local: (City/Town(s)), (esp. Central Indiana, South-Central Indiana), (some/all) of which, are stated:
(temporary/conditional) trespass advisories, from (local:(City/Town(s)), (pvt./non-profit, etc.) establishment(s), (year(s):(2015/'16) onward(s)), which has become, (of, recent times), inconvenience to me, (personally), (since, due to, no(fixed) earned income source(s), I don't (presently) have a (fixed/stabilized) place to stay, (e.g. (rental) apartment(s), residential unit(s), etc.), and as a result, I do not have (legal) access to, (fundamental) necessitated (indoor) space(s), (e.g. (restroom/(with/without) shower facility), cooling center(s), etc.).
I would be obliged, if my, (afore)-mentioned (problem(s)/issue(s)) are addressed , (at least , by the beginning of the bitterly-cold (U.S) Mid-western winter season, (yr.2024-'25),

Morton Street between Kirkwood and 6th really needs some increased signage and monitoring for parking and vehicle behavior. Cars are parking in all manner of places, especially along the Smith-Holden building. Delivery trucks will regularly block the entire street, either stopping traffic altogether or forcing cars to find an illegal or unsafe way around. And I see plenty of vehicles going the wrong direction and exiting onto Kirkwood. Please consider some increased monitoring and enforcement in this area, and some clearly marked parking areas, lanes etc.

Smith Rd & Morningside Dr

A collapsed metal drainage culvert is a risk of injury to people and animals walking on the north side of E Morningside near N Smith Road. A 7 inch wide hole in the pavement above the east end of the 60 year old metal culvert is becoming larger. A similar culvert collapse near the west end of this culvert was partially repaired in recent years. Best practice may be to replace the decayed metal with plastic or other durable material.

Unhoused folks are gathering in the tree line behind the soup kitchen and setting up camp. This is a residentially area that backs up against the mailboxes of the homes in the area. Found many needles and have often heard screaming and fighting in early hours of the morning.

Bloomington Municipal Code - related to easements. "(d)Maintenance.(1)For features required to be in an easement, maintenance shall generally be the responsibility of the lot owner, except as expressly provided otherwise in this UDO or in the development approval."
This is largely ignored and has led to groves of invasive plants, weeds the size of trees, and overgrowth which hinders access in violation of the city code.

Is there a valid reason for a "Temporarily Experiencing Homelessness" person to be carrying a Kobalt bolt cutter on Kirkwood near the library? Does Ace Pawn rent these now? Why would such a person need to be carrying a bolt cutter?
