There is a homeless women with a yellow cart, she is older, who is constantly screaming things around the B-Line trail by the Bloomington Antique market. At 10 pm last night she was screaming, and at 8 am this morning she is still screaming. I understand that Bloomington has a large number of unhoused people but that doesn't mean the city should excuse behavior like this. She is a disturbance to the whole community. When she screams at night it is preventing people in the neighborhood from being able to sleep. If the city isn't going to do much about the homeless people in Bloomington and if they keep excusing behavior like this, the problem is only going to grow. Under Bloomington Municipal Code Chapter 14.09, violating the city's noise ordinance can result in escalating fines up to $500, a citation, or misdemeanor criminal charges and arrest. Why do we not see individuals who are screaming at night and at people walking by getting these consequences that the city is supposed to follow?

Regarding the proposed ordinance to ban ASI: While the concerns regarding artificial superintelligence (ASI) are valid, this proposed ordinance is legally unviable and, as a result, purely theatrical. In its current form, an outright local ban on a borderless digital technology is highly likely to fail a legal challenge in court. Because software-based models rely on global server networks and data streams, restricting their deployment within municipal boundaries places an unconstitutional burden on interstate commerce, directly violating the Dormant Commerce Clause. Furthermore, the ordinance is highly vulnerable to state preemption under the Indiana Home Rule Act and faces significant 'void for vagueness' challenges due to the shifting, ambiguous definitions of ASI. If challenged by a commercial tech entity, Bloomington taxpayers will ultimately foot the bill for defending a law that courts will strike down. If the Council wishes to take a meaningful stance on this issue, a non-binding resolution condemning the lack of federal and state oversight would be just as effective at signaling our community's standards, entirely immune to costly lawsuits, and a much safer way to pressure state and federal lawmakers into action.

I live near Maple and 7th and could hear the party. I asked the neighbors closer what it was like for them. 10/30/2026 This house is rented to 3 unrelated people. There are always 4 cars there at night. This is the 4th disruptive party since Aug 2026. This was the 2nd party that was so big the police were called. Neighbors could not park in their own driveways or get close to their homes. The neighbor to the west of 1120 W 8th St, (1131 W 8th St), had party people open the gate and go in their yard, the kids left his gate open and his dogs got out. Around 11.30 the police showed up. The party shut down around 1 am. I hope they have some consequences. This was a quiet neighborhood before they moved in. This is the ordinance I found for Bloomington. "Quiet Hours • Hours: Quiet hours run from 9:00 PM to 7:00 AM. • Rule: Noise that can be heard outside the immediate premises or property line and disturbs a reasonable person for at least 15 minutes during this time is considered a violation. However, unreasonable or excessive noise can be cited at any time of day. Fines & Penalties Property occupants and party hosts face escalating municipal fines for violations: • 1st Violation: $50 fine • 2nd Violation (within 12 months): $100 fine" Please! Get this ball rolling and get them to stop!

Fisher & AYYBO at Bloomington Speedway• Time: 4:00 PM • Location: Bloomington Speedway • Details: Electronic/tech-house music event featuring DJs Fisher and AYYBO. This event is incredibly loud and to my ears obnoxious, and has been since 4 in the afternoon. It is now almost 9PM. It is louder than the car races. I can hear it from inside of my house over a mile away as the crow flies.
